I cannot issue a Sewer Availability Statement for the plat. That must come from Edmonds. I understand we own the pipes that serve your customers. There are many areas where we transfer flow through each other's pipes. The original construction drawings for the system show sewer tees installed to serve the property being subdivided. I assume the system was sized to serve the property where tees were installed. For our 1987 Comprehensive Plan a hydraulic analysis of our system indicated our pipes to serve the property was adequate for the use intended. This was confirmed in 1999 for a Capital Facilities Plan and again in 2007 for an update of our Comprehensive Plan. Therefore, our pipes in the area have the capacity to serve the subject short plat. We are in the preliminary short plat stage and civil construction plans have not yet been submitted for review and approval. At this point all I'm looking for from OVWSD is a sewer availability letter for this property. The property happens to be an Edmonds customer for sewer, but the odd thing is that there is a sewer main (owned by OVWSD) that runs through an easement on the property. I know this had Lynn a little puzzled as well and she wanted to talk to you about it before giving a connection approval letter. The approval has to come from OVWSD. They have not yet given that approval. It is the applicants responsibility to obtain approval from OVWSD for connection to their main, but due to the circumstances I am willing to continue communication with them to obtain that approval. As there is no identified capacity problem claimed by either party, therefore the preliminary short plat approval from engineering should be granted immediately. The property owner should not be held captive while you and OVWSD work out your internal problems. There is no question that sewer will be provided by one or the other. The subject property is shown to be an Edmonds customer for sewer even through the sewer main running through the property belongs to Olympic View Water and Sewer District. As you are aware, there is a sewer easement to OVWSD located on the property. As OVWSD owns the main line, approval to connect to the main must be given by OVWSD and is a requirement of preliminary short plat approval. I have contacted OVWSD to discuss this with them and there is some confusion on their end regarding all of this. Staff there needs to consult with Roger Eberhart whom is currently out of the office and will return on Monday. I don't think I will need anything additional from you on this, but I do need to resolve this issue before I can give preliminary approval for the short plat.
