Please accept this letter as the City's notice to applicant of determination of completeness pursuant to ECDC 20.02.003. Note, however, that although the application is sufficient for continued processing, additional information will be required. This determination of completeness does not preclude the staff from requesting additional information or studies during the evaluation of the application, including but not limited to SEPA threshold determination, which must be made prior to beginning review before the City's Planning Board. As noted above, while the application is complete, additional information is needed to further evaluate the proposed contract rezone. The proposed zones for this contract rezone, General Commercial (CG and CG2), allow uses which in staffs opinion may not be appropriate for the downtown area. If the applicant intends to propose limitations on use as part of the instant contract rezone, please provide them to us at this time. Otherwise, confirm that the no limitation on use is being proposed. Finally, as a courtesy message from staff to applicant, please note that the next requirement for the applicant is the notice of application. Pursuant to ECDC 20.03.001(A), the applicant is responsible for meeting the public notification requirements. The notice of application must be posted on the site, mailed to property owners within 300 feet, and published in the paper of record (the Everett Herald) by August 28, 2009.
