Merritt 7-21-06.doc July 21, 2006 Kathryn Merritt rd 715 3 Ave S Edmonds, WA. 98020 Case: # ZE-06-164, 165 (2006-0033,0034) rd Subject property: 715 3 Ave. S., Edmonds, WA. 98020 Dear Ms. Merritt, The City has received a complaint regarding a second dwelling unit developed at the subject property without obtaining required permits. Specifically, the complaint is:  That the rear “hobby shop” has been converted to a dwelling unit without the required permits and inspections.  That unapproved propane tanks have been installed in conjunction. According to Edmonds Development Services records a building permit was acquired in 1961 to create a “hobby shop” in the rear building. A patio roof permit was also obtained in 1962. There are no other records for building, mechanical or plumbing permits since that time. The Assessors records currently recognize the hobby shop as a 364 square foot pole building. The property is zoned RS-6. This is a single family zone with 6,000 square foot minimum lots. The Edmonds Community Development Code (ECDC) would not permit two dwelling units on a single lot. The ECDC does allow for an Accessory Dwelling Unit (ADU), however, the ADU must be located within or attached to a single family dwelling unit (ECDC 20.21.030.D). At this point, the City is gathering information to ascertain whether a violation exists. Corrective actions required by July 28, 2006:  Please contact me at your earliest convenience at 425-771-0220 x1716 to respond to the complaint.  Please send any information or copies of other permits that would help clarify the hobby shop/ dwelling unit on the property.  The most expedient method to dismiss the complaint would be to inspect the hobby shop to confirm that it has been maintained as approved. The City requests to inspect the interior of the hobby shop. For your reference, please find enclosed the Accessory Dwelling Unit (#P1) handout that describes the City of Edmonds Planning requirements and criteria to legally establish an ADU. The enclosed Work Exempt handout notes the type of construction work that is exempt from permit requirements. Thank you in advance for your cooperation and assistance.
