AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADOPTING AMENDMENTS TO THE
FOLLOWING COMPREHENSIVE PLAN ELEMENTS: 2010
COMPREHENSIVE WATER PLAN; 2010 STORM AND
SURFACE WATER PLAN; 2010 STREET TREE PLAN; 2010
UPDATE TO THE COMPREHENSIVE PLAN PURPOSE,
EFFECT AND CONTEXT STATEMENTS; THE 2010 CAPITAL
FACILITIES PLAN; AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, the City Council adopted a public participation process for calendar
WHEREAS, public hearings regarding the 2010 Comprehensive Water Plan were
held before the Planning Board June 9, 2010 and before the Edmonds City Council on July 6,
2010, and continued to August 3, 2010, and
WHEREAS, public hearings regarding the 2010 Comprehensive Storm and
Surface Water Plan were held before the Planning Board on June 9, 2010 and before the
Edmonds City Council on July 6, 2010, and
WHEREAS, the public hearings regarding the 2010 Street Tree Plan were held
before the Planning Board on August 11, 2010, continued to October 13, 2010, and before the
Edmonds City Council on November 1, 2010, and
WHEREAS, pursuant to that process, hearings on the Comprehensive Plan
Purpose, Effect. and Context were held on June 23, 2010 before the Edmonds Planning Board
and on October 19, 2010 before the Edmonds City Council, and

WHEREAS, a public hearing was held before the Planning Board regarding the
Capital Facilities Plan on September 22, 2010, and before the City Council on October 5, 2010,
and
WHEREAS, the City Council expressly finds that consistent with the
requirements of RCW 36.70A.130 the adoption of these amendments comply with the
requirements of the Growth Management Act and that said amendments have been considered by
the City Council concurrently, and the cumulative effect of the various proposals ascertained, the
City Council finding that the changes are internally consistent and their cumulative effect is
consistent with the purpose and intent of both the Growth Management Act and the City's
Comprehensive Plan, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
Section 1. The following Comprehensive Plan elements shown on Exhibits A, B,
C, D and E are hereby adopted by this reference as fully as herein set forth. The adopted plan
elements are the 2010 Comprehensive Water Plan, the 2010 Comprehensive Storm and Surface
Water Plan, the 2010 Street Tree Plan, the 2010 update to the Comprehensive Plan, Purpose,
Effect and Context statements, and the 2010 Capital Facilities Plan.
Section 2. Effective Date: This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
