The Planning Commission has approved the Preliminary Flat
of Sea Vista.
The Commission feels that the Council should consider
requesting the owners to grade and gravel both "Off Street and
8th Ave. from Fir Street south to the aforesaid proposed plat.
Because these portions of said streets are outside of
the boundaries of the plat, the Planning Commission does not
have the authority to include this request in its approval of
the subdivision:.
However$ certain streets and alleys now existing in the
Fiat of Yost t s First Addition are being vacated in the Sea
Vista plat. In consideration of the additional land thus
being gained . by the owners, it is the opinion of the Commis.a
sion that the improvement of 8th Ave. and. 'Vt Street is a fair
and reasonable request.

GENTLEMEN:
'THE PROPOSED PLAT OF "SEA VISTA" HAS BEEN REVIEWED AND APPROVAL THEREOF IS RECOMMENDED
SUBJECT TO STIPULATION THAT THE FOLLOWING IMPROVEMENTS WILL BE PROVIDED BY THE
DEVELOPER:
1. STREETS:
(A) CONSTRUCT CONCRETE CURBS AND PAVE WITH ASPHALTIC CONCRETE IN ALL
INTERIOR STREETS.
(B) COMPLETE GRADING OF THE RIGHT-OF-WAY OF NINTH AVENUE AND CONSTRUCT
NECESSARY ROAD DITCHES ETC.
(C) GRADE THE RIGHT-OF-WAY OF EIGHTH AVENUE ADJACENT TO THE PROPOSED
SUBDIVISION, PROVIDE SUITABLE ROAD BALLAST, CONSTRUCT CONCRETE CURB
ALONG THE EASTERLY SIDE OF THE STREETS AND PAVE WITH ASPHALTIC CON-
CRETE NOT LESS THAN ONE-HALF THE NORMAL PAVED STREET WIDTH.
2. SEWERAGE:
PROVIDE NECESSARY SANITARY SEWERS ADEQUATE TO SERVE ALL. RESIDENCES IN THE
SUBDIVISION.
3. WATER SUPPLY:
CONSTRUCT CAST IRON WATER MAINS ON SEA STREET AND VISTA WAY IN THE PROPOSED
PLAT IN ACCORDANCE WITH PLANS TO BE PREPARED BY THE CITY ENGINEER. INSTALL
FIRE HYDRANTS AT LOCATIONS TO BE DESIGNATED BY THE CITY OF EDMONDS.
4. DRAINAGE:
PROVIDE ADEQUATE DRAINAGE EASEMENTS' CULVERTS, AND CHANNEL IMPROVEMENTS
TO ACCOMMODATE NATURAL DRAINAGE FLOWING THROUGH THIS TRACT.
IT IS RECOMMENDED THAT EXISTING STREETS AND ALLEYS WITHIN THE PLAT BE VACATED AND
THE NEW STREET PATTERN SHOWN ON THE PROPOSED PLAT BE SUBSTITUTED IN LIEU THEREOF.
A TEN -FOOT UTILITY EASEMENT SHOULD BE RESERVED ALONG THE SOUTHERLY SIDE OF THE PRESENT
ELM STREET RIGHT -OF -SWAY FROM NINTH AVENUE: TO EIGHTH AVENUE.
