The following comments are in reference to the listed conditions of approval from the preliminary short plat decision of March 4, 2014: 1. Condition 2. "Trees shall be retained to the maximum extent feasible. Trees to be retained and removed must be shown on the civil improvement plans. Retained trees must be protected during development in accordance with ECDC 18.45.050." Sheets C3 & C6 show clearing limits at different stages during development along with trees to be retained and removed at those times. Note #2 states: "Where trees are to be maintained, barrier fencing shall be placed at the drip line of the tree in order to protect the root system." Please update the note to include the following sentence: "Any work inside the drip lines must take place in accordance with ECDC 18.45.050.1-1 subsections (1) — (6)." Condition 3. "All existing structures shall be removed from the site; provided, if the applicant wants to keep the existing detached garage, a building permit application for a new single family residence on proposed Lot 1 must be submitted to the City prior to obtaining a demolition permit to remove the existing house on the site. If the detached garage is retained, a bond is required to cover its removal in the event that a new single family residence is not ultimately constructed. The City of Edmonds has the right to call the bond and remove the detached garage if the new single family residence does not receive a certificate of occupancy from the Building Department within three years of issuance of the building permit. The bond will be released after a certificate of occupancy is granted for the new residence by the Building Department." The existing detached garage is shown to be retained and incorporated into the site development plans for the future residence on Lot 1 (23911104 th Ave. W). As indicated in Condition #3, a building permit must be applied for prior to demolition of the existing house on the parcel. Provide a cover letter describing the proposed timing of the project improvements (e.g., frontage and driveway installation, SFR permit application, site development, house demo) as well as a cost estimate to cover the removal of the garage. A bond amount will be calculated from that estimate and a bond retained in accordance with Condition #3.
