Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to an Engineering Technician. Comments 1 — December 3, 2012 Comments 2 — February 8, 2013 GENERAL 1. 2/8/2013 — Thank you for providing a cost estimate. The estimate will be reviewed further once these plan comments have been addressed. 12/3/2012 comment - Please provide an itemized engineers cost estimate, including units and unit prices, for both on -site and off -site (right-of-way) improvements, including all utilities, traffic control, Wetland signage, fencing and restoration. Please use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • A bond is required to be placed for all erosion control measures, right-of-way and stormwater management improvements. Posting a bond for stormwater systems applies to subdivisions that involve 7,000 square feet or more of land disturbing activity and as well as on projects in a critical area or buffer including ESLHA. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City. • If you intend to post a bond in order to record the subdivision, the bond amount will be based on the entire scope of the project. • Inspection fees for this project will be calculated at 2.2% of the 120% City approved estimate for all improvements. 2. 2/8/2013 — Thank you for providing a traffic control plan. The specified pump is an "evaporative cooling pump." Please provide evidence that the pump can move runoff containing typical concentrations of solids including tree litter without clogging. 2. Show and call out check/gate, all other valves and the connections between the 1.5 inch and 2 inch diameter pipes for pump system on sheet 10 or as appropriate. 3. The plans should say that the pump system shall have an emergency backup generator to power at least one pump during a power outage, as described in the drainage report. Add this note to Sheet 10, Vault Plan View where it says "Pump Control Panel By others." 4. The vault and pump infrastructure should be a separate tract owned by all the lots in the subdivision. This is necessary to enforce maintenance of this private stormwater system. What will ramps and curbing look like to accommodate the close proximity of the two? SHEET 7 — CU-01— COMPOSITE UTILITY & UTILITY CROSSING PLAN 1. ok 2. ok Page 3 of 6 3. 2/8/2013 — After further review of the sewer and storm easement areas between lots 6 & 7 and the utility systems within, it has been determined that that portion of the storm system constructed outside the public right-of-way will need to be in an easement designating the storm pump systems and outfall conveyance as privately owned and maintained. If the two easements are separated then additional width would be needed on the sewer easement to bring it to a total of 15-feet in width. In this scenario a fence could be constructed down property lines. Alternatively, you could draft an easement proposal for review by our City attorney that designates a separate 10-foot area to each utility stating ownership and maintenance purposes with an overlapping 20-foot easement (encompassing the two 10-foot easement areas) designated as access and allowing disturbance for maintenance and construction purposes. 12/3/2012 comment - Show proposed easement areas. SHEET 8 — RS-01 — ROAD & STORM DRAINAGE PLAN 1. ok 2. 2/8/2013 — In our meeting we discussed the depth of the proposed drywell accepting flows from CB #20422 to be at an elevation lower than the foundation proposed on Lot 1. The drywell detail provided does not seem to be consistent with this discussion. Please revise accordingly. Please also look at the option of placing the drywell to the south side of CB#20442 ... would this provide further separation from the proposed single family residence? 12/3/2012 comment - The City's asset management system indicates CB 20013 picks up some storm flows from a rockery drain at 181-feet to the south of the basin. There is also an 8" CMP pipe that is capped 52-feet north of CB 20013. Our records do indicate connection of CB 20013 to CB 20442 as shown on the plans. The pipe discharges on or through Lot 1 and carries some road runoff as well. If CB 20013 can be connected to the existing storm system on the west side of 76th Ave W then CB 20442 can be abandoned. The design is currently under review and any comments will follow these plan comments. 12/3/2012 - Please submit structural calculations for the detention vault. If the vault is not a pre -cast vault then peer review will likely be required and cost will be pass -through to the owner/applicant. In line valves on the existing main are not required and notes shall be added to plans to reflect this deviation from the standard detail. Please revise the DI tee callout to state MJ x FL instead of FL x MJ. Driveway for Lot 6 will provide access to SSMH #1 from the public roadway. We are waiting on staff comments about the required offset distance to run a fence parallel to the sewer main along with access requirements for fences crossing perpendicular to the easements. City response: Please see comment 3 under Sheet 7 above. Page 5 of 6 12/3/2012 comment - Access from the public road to SSMH 1 and the existing sanitary sewer manhole will need to be provided. Surface does not have to be hard surface, but nothing shall be constructed so as to block access to the manholes. 14. ok 15. 2/8/2013 — Please provide a minimum 10-foot separation between the water main and sanitary sewer main. Sorry to have missed this during the last review. 16. 2/8/2013 — Please revise the blow -off as shown at the end of the water main to be tapped directly off the main line and not out of the cap at the end of the main. 17. 2/8/2013 — Due to the low volume of flows in the sewer main line, please revise all main connections to be wyes instead of tees. 18. 2/8/2013 — Please add note to existing sewer manhole that it shall be re -channeled to accommodate the new flows entering the manhole. 19. 2/8/2013 — Additional discussions have been had regarding the connection to the existing sewer manhole and concerns related to ground water/dewatering, soil conditions, etc. Has your geotech looked at soils here and has any thought been given to what the trench section will look like with construction of the sewer main? How about dewatering? Are you proposing to have baker tanks on site during this process? In addition, due to the high flows in the existing sewer main, it is now being recommended that the connection at this manhole match at least crown of the existing pipe and maybe even be placed at an elevation above that. This would certainly make connection at the manhole less complicated. SHEET 15 — TC-01 — TRAFFIC CONTROL AND HAUL ROUTE PLAN 1. 2/7/2013 - Please revise plan to be consistent with the sample traffic control plans provided in City handout E81, available on the City website via the following link: http://www.edmondswa. ov/�images/COE/Government/Departments/Development_ Services/Bui Wing Division/Forms_Handouts/E81-Traffic Control Requirements.pdf a. Clearly show travel lanes b. Provide reference to channelization devices, spacing, etc. c. Provide a traffic control plan for each phase of construction.
