A. Property Owner Applicant US Bank Spencer Gibson 140 4th Ave South 2257 Northgate Spur Edmonds, WA 98020 Ferndale, WA 98248 B. Project Description US Bank is proposing to remove a birch tree located in the northwest corner of the US Bank branch located at 140 - 4th Avenue South and replace the birch with two Kwanzan Cherry trees. (Attachments 1 - 3) The birch tree is being removed because the roots of the trees are interfering with a sewer line. C. Findings and Conclusions 1. The US Bank branch located at 140 — 4th Avenue South is zoned BD2 (Downtown Business — Mixed Commercial) as are all of the surrounding properties (Attachment 4). 2. The landscape plan for the subject site was approved by the Architectural Design Board under file number ADB-113-78 in 1978. A portion of this approved landscape plan was submitted with the application and is included as Attachment 2. The approved landscape plan indicated there use to be to birch trees in this location. Apparently one of the birch trees has been removed at sometime during the last 35 years and only one of the birch trees remains (the one which is the subject of this application). Page I of 3 File No. PLN20130017 Administrative Design Review US Bank Tree Replacement The birch tree is being removed because the roots of the tree are interfering with a sewer line. 4. Given that the approved landscape plan for the property included two trees in the northwest corner of the subject property, two trees should be planted to replace the remaining birch tree. 5. The applicant has proposed replacing the birch tree with two Kwanzan Cherry tree (Attachment 3). Kwanzan Cherry trees can reach heights of 26 — 39 feet at maturity. The Kwanzan Cherry trees should provide the same function that the original birch trees did in screening the parking area and drive -through lanes from surrounding properties. 6.. Pursuant to ECDC 20.13.0153, deciduous trees must be a minimum of one and one half inches caliper at time of planting. F. Technical Review The Engineering Division has reviewed and approved the proposal with the specific conditions that have been incorporated into to conditions of approval (Attachment 5). G. Decision Based on the findings, conclusions, and attachments to this report, staff finds that the design review for file number PLN20130017 is APPROVED with the following conditions: This approval is only for the removal of birch tree located in the northwest corner on the property highlighted on the landscape plan (Attachment 3). Removal of any other trees will require a separate approval. 2. The two replacement Kwanzan cherry trees should be planted in the general location of the two birch trees identified on the landscape plan (Attachment 3). 3. Replacement trees must have a caliper of at least one and one half inches at the time of planting. 4. The tree shall be fell onto private property. 5. Vehicles and equipment shall be located on private property. Should it be necessary to utilized the City right-of-way to perform any of this work, then the contractor shall apply for and obtain a right-of-way construction permit in advance of starting work. 6.. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. H.
