Project Description Varney Blake 1110 5th Ave. S, Unit 104 Edmonds, WA 98020 The Edgewood Home Owners Association (HOA), is proposing to remove one large Japanese maple tree that has declined in health and damaged built elements on the site (Attachments 1— 5). Replacement is offered. C. Findings and Conclusions 1. The Edgewood Condominiums are located at 1110 5th Avenue South. The property is zoned RM-1.5 (Multi -Family Residential). The surrounding properties are zoned the same and developed similarly (Attachment 6). 2. The site was developed in 1966. While there is no original landscaping plan on file from that time, it appears that little landscaping was provided as part of development. The subject Japanese maple was likely planted by a previous resident of the development. 3. The maple tree has been identified as hazardous by a certified arborist and is a candidate for removal. 4. Exterior landscape buffer enhancement is typically required when trees are removed on multifamily residential parcels. In this case, however, there is very little Page 1 of 3 File No. PLN20150046 Administrative Design Review Edgewood Condominium Tree Removal setback area on the exterior of the site to provide buffering that the Landscaping code in Chapter 20.13 of the Edmonds Community Development Code (ECDC) addresses. Several species of replacement trees are proposed in Attachment 3; any of those trees or a similar small species would be appropriate for the location. D. Technical Review The Engineering Division reviewed the proposal and recommended several conditions that have been included with the decision (Attachment 7). E. Decision Based on the findings, conclusions, and attachments to this report, the design review for file number PLN20150046 is approved with the following conditions: 1. This permit is only for the removal the one Japanese maple identified in Attachment 3. 2. Replacement vegetation recommended in Attachment 3 or similar may be installed in approximately the same location as the tree removed. 3. At installation of the replacement tree, deciduous trees shall be 1.5" caliper, vine maples and other multi -stemmed trees shall be a minimum of 8' tall, and evergreen trees shall be a minimum of 6' tall, as appropriate. 4. Trees shall be fell onto private property. 5. Vehicles and equipment shall be located on private property. Should it be necessary to utilize any portion of the City right-of-way, including the street or sidewalk, to perform any of this work then the contractor shall apply for and obtain a right-of- way construction permit in advance of starting work. A traffic control plan will be required as part of the right-of-way permit application. 6. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. 7. Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk or other public improvements in City right-of-way per City standards that is caused by or occurs during the permitted project. 8. Contractor/owner is responsible for locating all on -site utilities. Relocation/revision/repair to any utilities may require separate permit. F. Attachments 1. Land use application 2. Cover letter 3. It is unfortunate that the Japanese maple has reached a state of decline and dieback that cannot be treated. It appears to me that the extensive dieback on the main trunk is due to a combination of impacts from older girdling roots and infection with shoestring root rot (Armellaria spp.). This fungus is one of the resident decomposers in the Northwest. It can infest stressed trees and build up in old stumps and larger dead roots. Some important considerations in addition to removing some of the pavers for replacement planting are to • Remove the stump and as much of the larger lateral roots as possible, to reduce the amount of deadwood over 2-inch diameter left in the ground. • Amend the soil with a modest amount of compost over the entire planting area, about 10% by volume with the existing soil. Turn in about 1-inch deep layer of compost to a depth of 6 to 8 inches. Water well and allow the ground to settle at least a few days before installing the tree. Listed below are some selections of small trees to consider for replacement planting: Acer circinatum 'Monroe' - cutleaf form, to about 15' tall Acer tataricum 'Garann', Hot Wings (R) tatarian maple - red samaras in summer, great fall color, 20' x 24' Acer ginnala'Flame', - 20' h x w; A. g.
