W, FILE NO. PLN20150047 Dear Mr. Purser: Upon further review of your land use application for a four -lot short plat located at 22930 102" d Pl. W (File No. PLN20150047), Snohomish County Fire District No. 1 determined that the proposed ingress/egress easement will not provide adequate emergency access to the proposed lots. See the enclosed memo from Kevin Zweber, Captain/Deputy Fire Marshal, dated November 23, 2015 for reference. In response to the enclosed comments, please revise the preliminary short plat and preliminary site development plans in order to indicate compliance with fire access requirements. The widened access and turnaround must be provided within an ingress/egress easement. A standard detail for fire turnarounds is enclosed for reference. Although the area of an ingress/egress easement is not typically included in the net area of a proposed lot when determining compliance with the minimum lot area requirements, Edmonds Community Development Code (ECDC) 21.55.020 states the following: "Lot area means the total horizontal area within the boundary lines of a lot. Lot area shall normally exclude any street rights -of -way and access easements. If additional right-of- way has been required in accordance with the provisions of ECDC 18.80.010, note 4, as the same exists or is hereafter amended, lot area shall be calculated to include the additional right-of-way required over and above the standard established by that section. " Since the need to expand the proposed ingress/egress easement stems from the Fire District's requirements and is in excess of the standard Engineering requirements, the additional easement area necessary to address the Fire District's requirements will not be deducted from the net area of the proposed lots. In order to document the calculations of the gross and net areas of the proposed lots, please clearly indicate on the revised preliminary plans the portions of the ingress/egress easement that are in excess of the standard Engineering requirements. Please submit the above information to the Planning Division as soon as possible so that staff may continue processing your application. Keep in mind that a complete response to this information request must be received within 90 days or the application will lapse for lack of information (ECDC 20.02.003.D). Thus, your application will expire if the requested information is not received by March 3, 2016. The turnaround shall be located between the 2nd and 3rd lot from 102nd PL W. The access road up to an including the western limits of the turnaround shall fall within a 20-foot easement and be paved to 16-feet in width. To the west of the fire department turnaround, the access easement can be reduced to 15-feet and the pavement width can be 12-feet. Fire lane markings are required on both sides of the fire department access road including the turnaround per City of Edmonds/FD1 fire lane standards. Information: Single Family residences constructed with 3000 or more square feet of fire area requires a residential fire sprinkler. Fire Prevention Services will entertain possible alternative solutions.
