Project Description The Dorchester Home Owners Association (HOA), is proposing to remove one large evergreen tree that has declined in health from past topping. C. Findings and Conclusions 1. The Dorchester Condominiums are located at 1041 5th Avenue South. The property is zoned RM-1.5 (Multi -Family Residential). The surrounding properties are zoned and developed similarly. 2. The site was developed in 1962. Landscaping on the exterior of the site is typical for multifamily developments that were constructed at that time and consists mostly of lawn and shrubs with some smaller ornamental trees and a hedge along the south property line. 3. The evergreen tree is in declining health and impacts sight distance at the intersection of 5th Ave. S and Forsyth Lane and so is a candidate for removal. 4. Exterior landscape buffer enhancement is typically required when trees are removed on multifamily residential parcels. In this case, however, the corner landscape bed where the evergreen is located already has a significant number of Page 1 of 3 File No. PLN20160040 Administrative Design Review Dorchester Condominium Tree Removal shrubs and a healthy deciduous tree. To enhance sight distance at the corner, a rhododendron will also be relocated from the corner bed and moved further east nearer the building along the Forsyth Lane fagade. Several species of ornamental grasses will be installed in the corner bed to replace the evergreen and rhododendron and enhance the appearance of the remaining landscaping. D. Technical Review The Engineering Division reviewed the proposal and recommended several conditions that have been included with the decision (Attachment 7). E. Decision Based on the findings, conclusions and attachments to this report, the design review for file number PLN20160040 is approved with the following conditions: 1. This permit is valid only for the removal the evergreen tree and relocation of the rhododendron identified in Attachments 3 & 4. 2. Replacement vegetation recommended in Attachment 5 or similar may be installed in approximately the same location as the tree removed. 3. Trees shall be fell onto private property. 4. Vehicles and equipment shall be located on private property. Should it be necessary to utilize any portion of the City right-of-way, including the street or sidewalk, to perform any of this work then the contractor shall apply for and obtain a right-of- way construction permit in advance of starting work. A traffic control plan will be required as part of the right-of-way permit application. 5. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. 6. Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk or other public improvements in City right-of-way per City standards that is caused by or occurs during the permitted project. 7. Contractor/owner is responsible for locating all on -site utilities. Relocation/revision/repair to any utilities may require separate permit. F. Attachments 1. Land use application 2. Cover letter 3. It is actually located on the northwest corner of our property. Sometime in the past this tree has been topped. It presently obstructs the view to the south on 5th for cars making a left hand turn from Forsythe. It is also growing into a beautiful deciduous tree located directly east of it potentially ruining the shape of the deciduous tree. Finally, we were told that since it has been topped it is a potential danger in a windstorm. The many new branches that have subsequently grown from the top are weaker than the main vertical apex would have been. They could be blown down in a storm and potentially hurt someone or destroy property. Edmonds landscaping has proposed to remove the tree and plants some grasses under the deciduous tree. They will also move a rhododendron to a new spot. We have attached the proposal and a sketch from Edmonds Landscaping. We have also attached photos of the tree and surrounding area, a sketch of the other landscaping on the property and the City of Edmonds Land Use Application. Also included is the fee of $250 to apply for the permit.
