The information provided is consistent with Title 18 Edmonds Community Development Code & Engineering standards. Compliance with Engineering codes and construction standards will be reviewed with the building permit application for development of the site. Approval of the design review phase of the project does not constitute approval of the improvements as shown on the submitted plans. A preliminary storm drainage report was submitted to the City to confirm project feasibility. While project feasibility was confirmed, the following is being provided to assist in providing a complete report with building permit submittal. Background This is classified as a Large Project because it involves 1 or more acres of land disturbing activity. Large Projects are subject to Small Site Minimum Requirements 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 11. This is a stormwater feasibility review as part of a design review application. Based on this submittal, the project appears feasible. Additional work will be necessary for the final design. Minimum Requirement #1— Preparation of Stormwater Site Plan Comments: 1. There are several inconsistencies in the Storm Drain Report with respect to the applicable storm water code, design manual, and associates requirements. a. The project was submitted in 2016. As such, the project is subject to the City of Edmonds 2010 stormwater code, 2010 stormwater supplement, and City of Edmonds the 2005 DOE stormwater manual. The Storm Drain Report references the new code and manual. b. WWHM modeling under the 2010 code is to use the Puget East rain gage, not the Everett rain gage. This is accessible by selecting the WS-DOT data on the project screen. 2. Several of the selected BMPs rely on infiltration. The geotechnical report did not perform an infiltration evaluation. An infiltration evaluation needs to be performed and infiltration rate(s) need to be determined for final design of these BMPs. 3. WWHM porosities should be 0.30 for rock strata in stormwater storage BMPs.
