PLN20160056 - QFC - Variance.pdfDate: To: From: Subject: MEMORANDUM February 2, 2017 Jennifer Machuga, Associate Planner Jeanie McConnell, Engineering Program Manager PLN20160056 — Variance to reduce side setbacks Quality Food Centers — 22828 1001h Ave W Engineering has reviewed the variance application for Quality Food Centers at 22828 — 100th Ave W, requesting to reduce their side setback along 100th Ave W. An existing trash compactor is located on the southwest side of the existing building. Substances leaching from the compactor have been found to enter the stormwater system through a catch basin located in the same vicinity. City Code Section 7.200.070 considers the discharge of such pollutants an illicit discharge — a violation by which fines could be assessed. In order to provide an appropriate discharge point for these pollutants, the addition of a drain with connection to the sanitary sewer sytem is required and currently proposed by the applicant under separate building permit (bld20160398). Consistent with Edmonds Community Development Code (ECDC) Chapter 18.10 Sewers, storm drainage is prohibited from connecting to the sanitary sewer system. If a sewer drain were to be added and allowed to receive rain water, the connection would be in violation of ECDC 18.10. For this reason, a canopy has been proposed by the applicant under separate building permit (bld20160325), to meet both storm and sewer discharge requirements. The information provided is consistent with Title 18 Edmonds Community Development Code & Engineering standards.
