FROM: Jennifer Lambert, Engineering Technician — Public Works Department Mike Clugston, Senior Planner — Development Services Department RE: I' Draft Review Final Documents Comments Pine Street Views, LLC - Fairwinds 3-lot short plat at 921 Pine St. (PLN20170033) The Planning and Engineering Divisions have reviewed the reference draft recording documents, and it was found that the following information, corrections, or clarifications need to be addressed before review can continue: 1. The City cannot sign off on the final recording documents until the civil plans are issued and either a bond is posted for the required onsite and offsite subdivision improvements or the improvements are completed and the final inspection is conducted approving the civil improvement construction. 2. All pages of the final recording documents must comply with the Snohomish County Auditor's recording requirements, which are available for your reference via the following link: http://wwwl.co.snohomish.wa.us/Departments/Auditor/Divisions/Recording_/. It appears that the draft recording documents may not meet all of the recording requirements, including the minimum required margins. It is the applicant's responsibility to ensure compliance with the Auditor's recording requirements in order to avoid issues at the time of recording. 3. Please revise the Stormwater Provisions section as follows: a. Reflect allowable impervious area that is to be constructed as a condition of the short plat (i.e. access road). Since the stormwater facilities for each lot are being deferred to the building permits and are separate systems, the stormwater facilities per lot could be designed to account for larger impervious areas. b. Per the approved plans the stormwater system is shown to cross lots 2 and 3 for the benefit of lots 2 and 3. 4. A Stormwater LID covenant is required for the stormwater management system installed with the short plat. Refer to sample recording doc for typical covenant language. A separate document is not required; however, language shall be added to face of the short plat. 5. During review of the civil construction plans it was determined that a stormwater management system is required for the construction of the access road that serves lots 2 and 3. Construction of the stormwater management systems serving each individual lot has been deferred to the construction of the future single family residences for lots 1, 2, and 3. To address this deferral, please add the following language on the face of the short plat: "Construction of the individual stormwater management systems for lots 1, 2, and 3 has been deferred to coincide with future development approval of each lot. The storm water management system shall be designed in accordance with City of Edmonds Storm Water Management Codes and Regulations effective at the time of development. The storm water management systems shall be reviewed for compliance at the time of building permit submittal for each lot. The stormwater management system is to be constructed in conjunction with the approved building permit." 6. Public Easement Provisions: It appears as though the language "the joint access and utilities easement described herein" is not necessary. Please revise accordingly. 7. Add 10 foot public utility easement along the west property line of lots 2 and 3. 8. Private Sewer Easement Provisions: 41, `...shall be responsible' is repeated. Please revise accordingly. 9. Please verify that the proposed legal descriptions for Lots 2 & 3 shown on Sheet 2 match the bearings and distances shown on Sheet 3. Please make the above changes and submit your updated recording documents to a Planner, Monday — Friday between 8:00 am and 4:30 pm, except Wednesdays from 8:30 am to 12:00 pm.
