Please respond to the following items at your earliest convenience: 1. Pursuant to ECDC 20.70.020, one of the criteria the City Council must consider in evaluating a street vacation is whether the vacation is in the public interest. Please submit a statement regarding what public interest would be served by the vacation of this portion of right-of- way. 2. ECDC 20.70.060.0 requires "a site map showing the street, alley, easement or part thereof to be vacated and showing all properties with subdivision, block, lots, and specifying open and unopened rights -of -way for a radius of 400 feet from the street, alley, easement, or part thereof, to be vacated." Although the maps you provided partially indicate this information, we will need a map indicating all such information, including an indication of open and unopened rights -of -way within 400 feet of the proposed vacation. ECDC 20.70.060.G requires "an appraisal prepared by a qualified land appraiser with an M.A.I. designation, establishing the fair market value of the street, alley, or part thereof to be vacated." You provided an appraisal of your property (10430 231st St. SW) and an appraisal of the property addressed 10410 231' St. SW, which includes valuations of both properties before and after the proposed vacation. It is likely that the value of the right-of-way to be vacated is equivalent to the difference in these values; however, this must be confirmed by an appraiser. Please provide a written response from your appraiser confirming the value of the length of right-of-way proposed to be vacated, including the portions adjacent to the properties addressed 10410 and 10430 231' St. SW as well as the portion adjacent to the private vehicular access tract. 4. Refer to the enclosed memorandum from Jeanie McConnell, Engineering Program Manager, dated December 13, 2017, regarding the proposed street vacation. Please provide written responses to the items listed in Ms. McConnell's memorandum.
