Project Description Dave Bushnell 16030 Juanita -Woodinville Way NE Bothell, WA 98011 Alpha Supported Living is proposing to remove a large Austrian Pine tree at their site at 8425 Bowdoin Way (also 8414 Bowdoin Way). The tree has a split trunk and is growing next to and above the group living building. C. Findings and Conclusions 1. The subject property is zoned Neighborhood Business (BN). The property to the east is also zoned BN while the properties to the west are zoned and developed in accordance with Multiple Residential (RM-2.4). Five Corners area generally is zoned and developed with business around the roundabout transitioning to multiple and single family residential further away from the circle. 2. A permit is required for the removal of trees on commercial and multifamily zoned parcels in accordance with Chapters 18.45 and 20.13 of the Edmonds Community Development Code (ECDC). 3. The existing group home site was developed in 1983. The approved landscaping plan from that time shows a variety of landscaping across the site, including the subject Austrian Pine. The Austrian Pine now has a split trunk with the codominant leader hanging over the building. A certified arborist has indicated the tree is a candidate for removal. 5. Replanting is typically required when trees are to be removed from commercial and multifamily parcels. In this case, however, because the tree is internal to the site in an area that is already landscaped, no replanting is required. After the tree is removed and stumps ground out, additional landscaping appropriate for the planting bed may be installed without further additional approval. D. Technical Review The Engineering Division reviewed the proposal and recommended several conditions that have been included with the decision (Attachment 5). E. Decision Based on the findings, conclusions and attachments to this report, the design review for file number PLN20170053 is approved with the following conditions: 1. This permit is valid only for the removal of the subject Austrian Pine. 2. Trees shall be fell onto private property. 3. Vehicles and equipment shall be located on private property. Should it be necessary to utilize any portion of the City right-of-way, including the street or sidewalk, to perform any of this work then the contractor shall apply for and obtain a right-of- way construction permit in advance of starting work. A traffic control plan will be required as part of the right-of-way permit application. 4. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. 5. Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk or other public improvements in City right-of-way per City standards that is caused by or occurs during the permitted project. 6. Contractor/owner is responsible for locating all on -site utilities. Relocation/revision/repair to any utilities may require separate permit. F. Attachments 1. Cover letter 2. We believe that a large Austrian Pine tree on the east side of our home poses a potential safety risk, and we would like to have it removed. The tree is located very close to the home. It has two large trunks. The larger trunk or "codominant leader" is leaning over the home, as seen in this picture: RECEIVED NOV 0 2 2017 DEVELOPMENT SERVICES COUNTER We have consulted a certified arborist and a tree service and they recommend that the tree be removed. Our Proposal: Removal of the tree (both trunks), grind stump 8-16 inches below existing grade, haul away branches and wood. There is a small bush by the base of the tree that may be lost as a result. We do not plan to replace the tree and/or bush with any other vegetation at this time. Attached to this cover letter is a permit application, and a site plan that indicates property lines, building location, location of existing trees and other landscaping, and a clear indication of the tree being removed.
