W,FILENO. PLN20180028 Dear Mr. Phan: th During staff’s continued review of your land use application for a two-lot short plat located at 23135 75 Pl. W, it was determined that additional information/clarification is necessary. Please respondto the following items at your earliest convenience so that staff’s review of the proposal can continue: 1.The Edmonds Utilities Consortium (EUC) formincluded with your application only included information for Snohomish County PUD. Please contact all applicable utilities and indicate confirmation of utility service on this form(Form #E28). 2.Please have your surveyor makethe following corrections to the preliminary short plat plans: a.The survey must be signed by yoursurveyor. b.Refer to the list of information that is required to be shown on the preliminary plat map within ECDC Section 20.75.060. Some of theitems on this list are missing from the preliminary plans(i.e. ownership adjacent to site, topography lines, trees, etc.)Please revise to indicate all items within ECDC 20.75.060. c.Indicate the covered front patio on the existing residence. d.Indicate the existing driveway and any other existingimprovements such as walkways, patios, rockeries, etc.Since work is currently being done on the existing residence (permitted under BLD20171851), any additional improvements proposed as part of that or any associated permits should also be indicated. e.The preliminary short plat plans reference King County throughout; however, the subject site is located within the City of Edmondsand Snohomish County. Please have your surveyor revise all references accordingly. f.Revise the Dedication section as no dedication is required with this development. Typically this section is titled “Declaration”. Typical language is as follows: “Know all persons by these presents that we, the undersigned, having an interest in the real property described by this declaration, do hereby declare the herein described division of land, approved as short plat number PLN20180028by the City of Edmonds, as their free and voluntary act and deed in accordance with their desires, subject to the following covenants and conditions.” A separate covenants and conditions section should then provide reference to any property encumbrances, including reference to existing easements. g.Indicate all existing and proposed easements. The title report includes two existing easements that are not indicated on the preliminary plan. The recording numbers for these easements are 230959 and 847299. Please have your surveyor indicate these easements on the preliminary short plat plans. h.The label for existing Parcel 2 is located outside of this parcel, which could cause confusion. Please use an arrow or other means to clearly indicate which parcel is Parcel 2. i.Correct the parcel number for existing Parcel 2. j.The legal description for existing Parcel 2does not seem to match what has been depicted on the plat map. The plat map does appear to match what is depicted on the Snohomish County assessor’s website, however, it seems that may not be accurate as the distances and bearings don’t match the legal. Please review and confirm what has been shown on the plat map is an accurate representation of Parcel 2. 3.The title report indicates two easements (AFN 230959 and 847299) affecting portions of the subject site. Please provide copies of these easements.As discussed above, the easements will also need to be indicated on the preliminary short plat survey. th 4.South Snohomish County Fire & Rescue noted that a fire hydrant will be required on 74 Ave. W per ECDC Section 19.25.055.Please refer to Engineering comments for additional information. 5.Refer to the enclosed memorandumsfrom Jeanie McConnell, Engineering Program Manager,and Zack Richardson, Stormwater Engineer, datedMay 11, 2018 andApril 25, 2018 respectively.As part of your response, please includea cover letter stating how each comment was addressed. Additional information is requested from the applicant at this time in order to continue review of the application and provide preliminary approval of the short plat. Please ask the applicant to provide a written response to each of the comments below and revise and resubmit plans accordingly. 1.In accordance with Edmonds Community Development Code (ECDC) Chapter 18.90, 5-ft th sidewalks are required along 75Pl W as a condition of short plat approval. Please resubmit plans showing the proposed sidewalk. th a.Placement of sidewalk shall allow for two(2) 11-ft travel lanes along 75Pl W. b.Stormwater management will need to account for the new impervious surface area. th 2.It appears as though the existing drivewayoff 75Pl W consistsof a crushed rock surface. As a condition of short plat development the driveway will need to be asphalt or concrete from the back of the sidewalk a minimum distance of 20-feet. The conversion of gravel surfaces to concrete or asphalt will be consideredreplacedimpervious surface area and shall be accounted for in the onsite management of stormwater.Please revise the stormwater management calculations to include ths area. 3.Please ensure the stormwater management design for the proposed single family lot is reflective of the desired house construction, driveways, patios, and walkways. 4.Show the location of existing and proposed dryutilities. 5.The side sewer relocation for Lot 1 and the new sewer stub for Lot 2 have been labeled to have a 2% minimum slope,however, elevations confirming this can be achieved have not been provided. Please provide invert elevations at the existing home and proposed home confirming this is feasible. City of Edmonds th 6.There are two public sewer mains located in 74Ave W. Please revise plans to show th both. The sewer main on the east sideof 74AveWis owned by the City of Mountlake Terrace and the main on the west side is owned by the City of Edmonds. 7.According to the submitted plans, a public sewer manhole is located on private property. Please revise plans to show that an easement will be provided to the City onthe property th frontage of 74Ave W. a.It appears as though the survey is only depictingthe center of thesewer manhole lid. Please verify where the structure below the lid is located. i.If the sewer manhole is rotated such that the structure protrudes into the ROW, please provide a 5-ft easement along the property frontage. ii.If the sewer manhole protrudes toward the private property, please provide a 7-ft easementalong theproperty frontage. b.Private utilities shall not be located within the new public sewer easement. th 8.South Snohomish County Fire & Rescuenoted that a fire hydrant will be required on 74 Ave W per ECDC section 19.25.055. In order to install a fire hydrant, the owner/developer willbe responsible for extending an 8”water main from the intersection thth of 75Pl SW and 74Ave W for a distance of approximately 300-ft. Please revise plans to show the water main extension and proposed fire hydrant.The water main have 10-ft separation from sanitary sewer mains.As an aside, I understand there was discussion in the Development Review Committee meeting about a hydrant not being required if Lot 2 thth were to take access from 75Pl W. A narrow strip of landthat extends to 75Pl W has been included as part of Lot 2,but driveway access has notbeen provided from this street. The intent of this strip of land as shown is unclear, however, we wanted to clarify that this th lot configuration does not alleviate the requirement to install a fire hydrant on 74Ave W. 9.Refer to attached plan review comments by City Stormwater Engineer, Zachary Richardson.
