The City has determined that the applications meets the procedural submission requirements and therefore is complete. Please accept this letter as the City's notice to applicant of determination of completeness pursuant to ECDC 20.02.003. While the applications are procedurally complete, additional information and clarifications are needed for continued review of the project. Please respond to the following so review of this application can proceed: Vegetation Plan: In the criteria statement submitted with the application, it is noted that new native -species erosion control plants will be planted along the entire edge of the slope to stabilize soils. The December 20, 2019 NGA geotechnical report notes that future vegetation management on the slope should be the subject of a specific evaluation and plan approved by the City of Edmonds. No vegetation management or landscape plan was submitted with the application. Given that the vegetation plan is noted as a way the project complies with the variance criteria and the geotechnical recommendation that vegetation management be reviewed by the City, please submit a vegetation management/landscape for review with the shoreline variance application. According to ECDC 20.02.003.13, the above requested information must be submitted within 90 days (or by April 24, 2019) or the application will expire. Since the application has been determined -to be complete, a notice of application will be posted on the subject property and mailed to adjacent property owners within the next two weeks consistent with ECDC 20.03.002.
