Thank you for submitting an application with the Klahaya Club president's signature and
Tree Hazard Evaluation forms from Bruce MacCoy of Consulting Arborist.
I have some questions regarding the tree hazard forms submitted by Mr. MacCoy, and
you have requested that I pose those questions in writing as well as what additional
information the City of Edmonds needs in order to continue process the Klahaya Club's
application for tree removal.
1. Questions regarding Tree Hazard Evaluation forms:
a. Tree Health: The information on the Tree Hazard Evaluation forms generally
seems to describe healthy trees. The foliage color, density, and leaf size are
normal with average annual shoot growth. Live crown ratio's are in a healthy
range with two of the trees having a 50% live crown ratios and the third with a
30% live crown ratio. All three trees are identified as being co -dominate. There
are no identified root defects, lean severity is low, and the only identified crown
defect is excessive end weight. If the trees are generally healthy, why are they
being recommended for hazard tree removal?
b. Wind exposure: The hazard tree evaluation form indicates the trees are "recently
exposed." It is my understanding that the Klahaya club has been in existence for
quite some time. The adjacent residential property to the west and east of the
Klahaya Club was developed in the late 1950's and early 1960's. It would appear
that these trees have been exposed to prevailing wind for some time, and are
protected from northerly winds by the forested ridge just to the north of the
Klahaya Club. Additionally, the tree hazard evaluation form identifies each trees
exposure to the wind as "single -tree", while the three trees in question are
growing together in a clump. Wind storms in Washington generally happen the

fall in winter months when the Klahaya Club is closed. What has changed that
the trees are now considered hazard trees and prone to wind throw?
2. In order to continue the review of the Klahaya Club's application to remove and
replace three hazard trees on the Klahaya Club's property, the City of Edmonds is
requesting a report from your certified arborist detailing why the trees are hazard
trees and why he is recommending them for removal. Please address the above
comments and questions on the submitted Tree Hazard Evaluation forms in the report
from your arborist.
