Additional information is requested from the applicant at this time in order to continue review of the application and provide preliminary approval of the short plat. Please ask the applicant to provide a writtenresponse to each of the comments below and revise and resubmit plans accordingly. GENERAL 1.It appears as thought the existing homes are to remain. Please add note to plans stating such. th 2.More clearly identify existing edge of pavement along 75Pl W, as well as private drive. Label surface material for private drive. th 3.Provide 75Pl W cross section to confirm existing pavement widths meet City road standards. th 4.Following the street dedication along 75Pl W, a metal fence with brick posts will be located within the City ROW. If the fence does not interfere or conflict with road improvements, an encroachment may be submitted for review and approval to maintain the fence location in the ROW. Otherwise, please show as to be removed. th 5.The existing carport in 158St SW shall be removed as a condition of short plat approval. th 6.Provide 158St SW cross section and confirm the number of homes taking access from this road, which appears to be 3.Pavement width for 3-4 lots per ECDC 18.80.010 Street Standardsis 16-feet. th 7.Will the existing driveway to Lot 1, which has been shown off 75Pl W, be revised with th access from 158St SW instead? The drainage report indicates Lots 1 and 2 will have a th shared access off 158St SW. City of Edmonds UTILITIES 1.Show existing sanitary sewer service to Lot 1 2.Show existing water meter location for Lot 2. 3.The drainage report states Lots 1 and 2 have drainage systems in place. Please clarify what these systems are and show on the plans. 4.It is my understanding that ground water monitoring piezometers are located to the south of the subject property.I will work to seek clarification on where the piezos are located and follow-up with you. 5.I am also seeking clarification on what is called out on the survey as (2) 18” vertical pipes. The City’s GIS maps show something a little different. nd 72AVEW IMPROVEMENTS Aconceptual plan was previously submitted to the City for preliminary review and feedback. nd The proposed retaining wall was shownon the west side of 72Ave and preliminary comments were provided to tha applicant regarding that layout. The preliminary comments indicated it appeared as though a wall would alsoneed to be constructed on the east side of nd the road.The current submittal onlyshows a wall on the east side of 72Ave W, in the middle of the right-of-way. This configuration will not be approved by the City as it is located in the middle of the right-of-way, causes conflicts with City utilitiesand dry utilities,and nd eliminates access potential to the property on the east side of 72Ave W. Please revise plans addressing the following: nd a.A wall shouldbe provided on the west side of 72Ave W and as needed on the ndnd east side of 72Ave W. A wall on the east side of 72Ave W shall be placed in nd a location that would allow for future widening of 72AveW, as well as access. b.A wall maintenance easement will need to be provided on private property for a nd wall on thewest side of 72Ave W. c.The City had requested communication be had with the owner of the undeveloped nd property on the east side of 72Ave W regarding access and completion of improvements. Please forward any communication on this. Does the property owner desire an access point at a particular location? How will these subject road/utility improvements be coordinated with development of the adjacent parcel? d.Please check proposed grading contours. i.The 256 contour at the south edge of the driveway approach is not shown to tie back into the existing 256 contour line. ii.The 262 contour is cut by the 260 contour and it is not clear how the area will be graded to create the 262 contour. iii.It appears as though the proposed cuts may reduce cover over utility system(s) to below 2-feet. nd e.Provide a profile and cross section of 72Ave W, including utilitylocations and depth. f.City water main extension shall be located a minimum of 10-feet from the sanitary sewer system. STORMWATER ENGINEER REVIEW Refer to attached plan review comments by City Stormwater Engineer, Zachary Richardson. In addition to the attached comments, please also addressthe following from the Drainage Report: 1.Revise the Overview as follows: a.Revise verbiage as needed to clarify access to each of the Lots. b.Revise verbiage as needed to clarify what drainage systems exist on Lots 1 and 2. nd 2.Revise Section 1, Page 2 where it states there are utilities available for Lot 3 via 72Ave nd W. While there are utilities on 72Ave W, sewer and storm utility connections are th shown to be on 158St SW. 3.Revise the first two bullet pointsas follows, withinSection 1, Page 3, as they pertain to discussions with the City. a.The proposal is feasible with a roadway width of 12-feet. b.It appears as though a wall will be required on the east side of theroad as well. 4.Revise section IV, Page 1 to provide impervious calculations for Lot 3 driveway and the road extension separately.
