Dear Mr. & Mrs. Ramsden: GARY HAAKENSON MAYOR You have submitted an application for "Preliminary Review" of a two -lot short subdivision for your property at 22220 92"d Ave W, which is located in the Single -Family Residential (RS -8) zone (known as the "Ramsden Short Plat, " file number S-2008-62). I am the Planner assigned to your project. This letter is to inform you that additional information is requested at this time in order to continue Preliminary Review of the application. Note that the comments provided below are based upon review of the Preliminary Plans for the subject short plat. Please respond in writing to the following items and make changes, as appropriate, on the Preliminary Short Plat map. Please provide the followinz additional information so Preliminary Review can continue: 1. Planning Division Comments: a. Please add the file number S-2008-62 to the face of the map. b. Please provide the "lot coverage" (ECDC 21.15.110) for the existing house that is to remain on Lot 1. The maximum lot coverage in this zone is 35% of the net lot area. c. Please provide the gross and net area of Lot 2. d. Please show the setback lines required by the RS -8 zoning (ECDC 16.20.030) on the preliminary short plat map. e. It appears that the existing rockeries would be located within the setbacks for the RS -8 zone. Rockeries three feet or greater in height are required to meet the zoning setbacks. You may chose to remove the rockeries, or apply for a modification request consistent with ECDC 20.75.075. See page 4 of the enclosed Short Subdivision Submittal Requirements handout. Page I of 3 • Incorporated August 11, I890 • Sister City - Hekinan, Japan f. Also note the existing shop and carport on Lot 2 will have to be removed prior to final plat approval. These must be removed because lots in RS zones cannot have a stand alone accessory structure and as shown on the preliminary short plat map, the structure would be blocking the proposed access to Lot 2. g. The preliminary short plat map indicates that approximately 2500 square feet of new impervious surface area would be added. Please indicate the amount cut and fill that would be required by this proposal. h. Please review and respond to the comments made by the Engineering Division (below and attached). 2. Engineering Division Comments: Please review the following comments from the Engineering Division and respond, through me, at your earliest convenience. Note that the applicant will be required to submit civil engineering plans to the City for review and approval after receiving preliminary short plat approval from the Planning Division. a. The proposed 15' joint access & utility easement does not encompass the entire paved driveway approach. Please revise the plans to show removal of portions of the existing asphalt driveway or to show additional easement area in those areas where there is potential for lots 1 and 2 to access the existing asphalt driveway. b. In accordance with Edmonds Community Development Code (ECDC) Chapter 18.90, sidewalks are required as a condition of short plat approval. Please resubmit plans showing the proposed sidewalk. c. Show the location of existing and proposed underground utility (phone, power, gas, cable) lines and water service lines adjacent to or within the proposed subdivision. Where any utility service for Lot 2 crosses over Lot 1, an easement shall be provided. All proposed easement areas shall be shown on the short subdivision plan. d. It does not appear as though discharge of on-site impervious surface runoff to a City storm system is possible. Therefore, construction of a storm detention system at the subject property may not be feasible. An alternate drainage proposal may need to be provided for review and approval. Provide a letter of preliminary approval from Olympic View Water and Sewer District allowing connection to the water and sewer system as they are the water and sewer utility purveyor for the subject property. 2. Fire Department Comments: Please review the following comments from the Fire Department and respond, through me, at your earliest convenience. Please contact acting Fire Marshall Mike Smith at 425.771.0215 if you have any questions. a. Please show the two closest fire hydrants to the property and their distances from the easement drive to Lot 2. After the above comments are responded to, staff will review them for compliance. Once we have determined that your project can move forward, I will initiate the two-week comment period. After the comment period ends, I will work on my staff report, which will, be issued and Page 2 of 3 mailed to parties of record. After your project receives preliminary approval, there is a two week appeal period — the conclusion of this period is called "Preliminary Approval."
