Dear Mr. & Mrs. Ramsden: This letter is to follow-up on the letter I sent you on January 21, 2009 regarding a two -lot short subdivision proposal for your property at 22220 92"d Ave W (file number 5-2008-62). While some requested additional information was submitted on December 31, 2008, a number of items from the City's October 21, 2008 letter were not addressed, and the resubmittal material raised some additional issues. Staff is awaiting responses to the following item addressed in the January 21, 2009 letter before review of your application can continue. Please note that pursuant to ECDC 20.90.010.D.4, an application that is not acted on by the applicant for six months will retire. Therefore, please submit the specified information below by July 21, 2009 (six months from January 21St), or at a minimum submit something it writing that the application is still being pursued. If the City has not received a response regarding this application prior to this date, your application will be expire pursuant to ECDC 20.90.010.D.4. The items identified below are from the January 21, 2009 letter. 1. Planning Division Comments: a. Please lighten the hatching of asphalt areas so underlying notes can be read. b. Thank you for providing the gross and net area of Lot 2. However, it now appears with the resubmittal that Lot 1 has an ingress/egress easement across a portion of it as well. As such, the gross and net area of Lot 1 must also be provided. c. Thank you for showing setback lines for Lot 2, however the shown setback lines are incorrect and no setback lines are shown for Lot 1. Lot 2 is a flag lot, and as such, only side setbacks apply, which are 7'/S feet for the RS -8 zone. Please provide the correct setback lines for Lot 1 and Lot 2. d. It appears that the existing rockeries and shed along the northern property line of Lot 1 would be located within the setbacks for the RS -8 zone. Rockeries three feet or greater in height are required to meet the zoning setbacks as are all structures. You may choose to remove the rockeries and shed, or apply for a modification request consistent with ECDC 20.75.075. See page 4 of the enclosed Short Subdivision Submittal Requirements handout. The preliminary short plat map submitted on October 2, 2008 indicated that approximately 2,500 square feet of new impervious surface area would be added. The resubmittal of December 31, 2008 included 650 square feet of side walk and 1,200 of new asphalt that was not included with the original submittal, however, the new impervious surface area estimate did not change. Please verify the amount of new impervious surface being added and the amount cut and fill that would be required by this proposal. f. Correct the spelling of the property owner/applicant on the short plat map. g. The two closest fire hydrants identified on the resubmittal both state their location as the N.E. COR. 220/92" d Ave. Please verify locations and correct the locations on the short plat map. Also note the comments from the Fire Department below. h. Please review and respond to the comments made by the Engineering Division (below and attached). 2. Engineering—Division Comments: Please review the following comments from the Engineering Division and respond, through me, at your earliest convenience. Please contact Jeanie McConnel at 425.771.0220 if you have any questions. Note that the applicant will be required to submit civil engineering plans to the City for review and approval after receiving preliminary short plat approval from the Planning Division. a. The plans were revised to indicate a detention pipe/infiltration trench. A preliminary drainage design was not provided and therefore the City cannot provide preliminary approval for the system. Please provide a preliminary design for review and approval. A letter of preliminary approval from Olympic View Water and Sewer District, allowing connection to the water and sewer system, was not received. Please submit. 3. Fire Department Comments: Please review the following comments from the Fire Department and respond, through me, at your earliest convenience. Please contact acting Fire Marshall Mike Smith at 425.771.0215 if you have any questions. a. Residential fire hydrant spacing in the city is 600 feet per ECDC 19.25.055. The spacing on this street is 318 feet plus 410 feet plus the street frontage width of your lot 109 feet, totaling 837 feet between hydrants, per your civil drawings. b. The Fire Department will require the install of a fire hydrant, main side of the street, within the frontage of your property as a condition of your short plat approval. After the above comments are responded to, staff will review them for compliance. Once we have determined that your project can move forward, I will initiate the two-week comment period. After the comment period ends, I will work on my staff report, which will be issued and mailed to parties of record. After your project receives preliminary approval, there is a two week appeal period — the conclusion of this period is called "Preliminary Approval."
