Dear Applicant: Thank you for submitting an application for a Conditional Use Permit (CU) for an Accessory th Dwelling Unit (ADU) at 22829 108 Avenue West in the Single-Family Residential (RS-8) zone. City staff has finished the initial check for completeness on your application, and it was found that the following information, clarification, or corrections will need to be addressed before review can continue. 1 Please provide a written response to the items mentioned below… 1.Phone Number: Please verify that we have the correct phone number for you. The number shown on the application is 425.774.3959, but when I called last week, it was not working. 2.Building Division Comment: (FYI) The Building Division wanted to let you know that a “building compliance permit” will be required after you receive ADU approval with this land use permit. I have attached a memo and a handout on the process. This is a required permit for those seeking ADU approval and goes hand-in-hand with the land use permit. 3.Fire Department Comment: (FYI) The Fire Department has provided the standard comment for ADUs – that smoke detectors, interconnected, hard wired with battery backup, will be required with your upcoming “building compliance permit.” 4.Engineering Division Comment: Please read the enclosed Engineering memorandum and respond through me by amending your site plan. They are asking you to dimension the parking stall area on the site plan to ensure that there is sufficient room for at least three parking stalls on site. Please contact Ed Sibrel in the Engineering Division at 425.771.0220 x 1701 if you wish to locate a designated parking stall in the driveway turn-around area as indicated on your plans. He will be able to discuss with you your options on the location of the parking stall on site. Owner: Hamm In reviewing the above noted application for an Accessory Dwelling Unit (ADU), the Building Division has the following comments: We are unable to determine by the supplied drawings whether the space complies fully with the requirements for an ADU. The overall space seems compliant, but there are items that cannot be ascertained with the level of information provided. Building Division comments will be provided to the applicant upon review of the building permit application as well as upon an on-site compliance inspection. Attached is a list of code items that must be met. (This list is also found in the P1 ADU Handout.) Compliance for all of these items must be clearly shown on the plans when submitting for the building permit. Please note that a floor plan of the entire house will be required. ROOM SIZE: 1) The ADU unit must contain a main living room, kitchen, separate bedroom, and separate bathroom. The floor area of the unit must meet the following minimum requirements: a) One room shall have a minimum of 120 square feet of floor area b) Other habitable rooms shall have a floor area of not less that 70 square feet (not including kitchens, bathrooms, hallways and storage) c) Habitable rooms shall have a minimum width of 7Ó-0Ñ in any dimension (not including kitchens, bathrooms, hallways, and storage) d) Ceiling height in habitable spaces, kitchens, hallways, bathrooms, and storage areas shall be 7Óminimum. e) Not more than 50% of the required floor area of a room or space is permitted to have a sloped ceiling less than 7Ó, with no portion of the required floor area less than 5Ó. f) One main exit door is required from each unit to a yard, court or public way g) The bathroom shall have a toilet and sink and a bathtub or shower with hot and cold running water. Toilets shall be located in a clear space not less than 30Ñ City of Edmonds Building Division in width, with a clear space in front of the toilet of 24Ñ. Shower stalls must be at least 30Ñx 30Ñ in dimension. h) The kitchen shall have hot and cold running water and a minimum clear working space of 30Ñ shall be provided in front of each cooking appliance and refrigeration unit. i) Stairways must have handrail meeting the following requirements: Top of handrail 34Ñ to 36Ñ above the stair tread nosing. Grippable cross-section of handrail shall be 1 ĐÑ minimum to 2Ñ maximum. j) Guardrail required to protect falls greater than 30Ñ (such as at stair landings, balconies, etc). SMOKE DETECTION: 2) Battery operated smoke detectors are required throughout both units in the following locations: a) Each sleeping room b) Centrally located in hallways or areas accessing sleeping rooms (when sleeping rooms are on the upper floor, smoke detectors must be installed near the stairway) c) Minimum of one smoke detector installed on each floor, including basement d) Newly created sleeping room(s) shall have hard wired smoke detectors with battery backup. EMERGENCY ESCAPE: 3) One openable emergency escape window or door is required in every sleeping room and basement. It must meet all of the following requirements: a) Openable area of not less than 5.7 square feet b) Minimum clear height of 24Ñ c) Minimum clear width of 20Ñ d) Finished sill height of not more than 44Ñ above the finished floor e) Emergency escape windows with a finished sill height below adjacent ground elevation shall have a window well meeting the following requirements: ¤ Window wells must be a minimum of 9 square feet with a minimum dimension of 36Ñ, and the window must able to fully open. ¤ Window wells with a vertical depth of more than 44Ñ must have a permanently affixed ladder or stairs that do not obstruct the window in the open position. The ladder or stairs cannot encroach into the minimum window well size requirements by more than 6Ñ. ¤ Open directly to the outside and open without key, tool, special knowledge or effort. NATURAL LIGHT: 4) a) Minimum natural light shall be provided by windows or skylights in each habitable room of not less than 1/10th the floor area (minimum of 10 square feet, not including kitchen, bathroom, hallways or storage). VENTILATION: 5) a) Whole house ventilation is commonly provided with either 1) an exhaust fan (sized per table 3-2 WSVIAQ*) with window vents or wall ports or 2) an integrated forced air system which brings fresh air in through the furnace. (See WSVIAQ Chapter 3 for other options.) *Washington State Ventilation and Indoor Air Quality Code (WSVIAQ) b) Bathrooms and laundry rooms shall be provided with a minimum 50 cfm exhaust fan c) Kitchens shall be provided with a minimum 100 cfm exhaust fan HEAT: 6) Heating facilities shall be capable of maintaining a room temperature of 70oF at a point 3 feet above the floor in all habitable rooms. Each unit must be provided with its own thermostat to control heat. Owner: Hamm In reviewing the above noted application for an Accessory Dwelling Unit (ADU), the Engineering Division has the following comments: 1.Please indicate the location and dimensions of parking space dedicated for use by the ADU. If the onsite turnaround is proposed for parking, it shall be of sufficient size to permit the simultaneous use of parking and turning, eg, minimum 18.5 ft wide x 16.5 ft deep. If additional paving is required to accomplish this, please note the extents of said paving on the site plan. 2.Note: If any plumbing work requires alterations to the exterior side sewer or water service lines, please note accordingly on the site plan when the building permit is applied for.
