Dear Applicant: You have submitted an application for a the Architectural Design Board (ADB) to review a Major project, which is described as a "Mixed use project to include a parking garage, 217 square feet of office space, storage, and mechanical space, and approximately 13,400 square feet of condominium units — 6 residential dwelling units total" for the property at 121 Sunset Avenue North, which is located in the Office -Residential (OR) zone (known as "Sunset 121"). Please provide the followinz additional information at your convenience to support your case: 1. SEPA Checklist: I had a few questions while reviewing your Environmental "SEPA" Checklist. a. Question B. Le requires an estimation of grading proposed for the entire project. You have indicated that the project will only require approximately 150 cubic yards of fill. How much total excavation is anticipated? Are you really only going to use 150 cubic yards of fill over the entire course of the project, or is there more? As long as I'm going to make an Environmental Determination, we may as well over-estimate the grading calculations, just incase. Please take a look at the estimated grading and verify the calculations. b. Question B.3.2 asks about the site's proximity to the shoreline. You indicated that it's not within 200' — please elaborate (see also item 5, below). 2. Fire Department Comments: The Fire Department has noted that the "Required fire hydrant can be installed on the `water main' side of the street across from the building entrance. " Please acknowledge that this is something that you will be able to work into your plans. Please contact Fire Inspector Mike Smith at 425.771.0215 if you have any questions. Engineering Division Comments: Please review the enclosed memo from the Engineering Division and respond, through me, at your earliest convenience. Please contact Engineering Program Manager Jeanie McConnell at 425.771.0220 if you have any questions. a. Please submit a Traffic Impact Analysis (TIA) — see enclosed. b. Please submit a Preliminary Storm Drainage Plan — see enclosed. 4, Critical Areas: Please complete the enclosed "Critical Areas Checklist" and submit it, along with the $135 review fee, at your earliest convenience. Our system shows that a critical areas reconnaissance was conducted in 1994 for one of the two parcels. We'll need to do another reconnaissance and analysis to determine what, if any, studies will be required, under the current code. S. State Shoreline Jurisdiction: It appears that your project is approximately (just outside?) 200' from the ordinary high water mark (OHWM) of Puget Sound. The Shoreline Master Program (ECDC 23.10) includes an adopted map that shows that this site is very near the state shoreline environment designation "Urban Railroad." Please provide any documentation that you have to show that the building footprint is at least 200' away from the OHWM. Otherwise, it looks like a Shoreline permit would be required and the restrictions of Title 23.10 would need to be imposed. 6. Height: The ADB will need to know that the project plans to fully comply with the 25' height limit, so please provide additional height information for review. I've enclosed the handout on how height is calculated. a. The plans note. "25' from Average Finished Grade." Height is calculated from Average Original Grade. Please clarify and re -label if necessary. b. Also, it's difficult to tell where your "height rectangle" is located on the site plan — please point me to it, or add it to the site plan. 7. Materials Board: The ADB loves to see samples of the materials proposed for a project. Would it be possible to prepare a small materials board for their review? Ideally, it would include color samples, material samples, and possibly photos (if applicable). Even though it's not a formal submittal requirement, they have requested that I ask for one for all future projects, so I figured I'd let you know up front so you could have time to put something together, if at all possible. 8. Enclosure: Is the dumpster enclosure that you're proposing off-site? Is it just for this development's use, or is it shared with an adjacent property? Please contact Recycling Coordinator Steve Fisher at 425.771.0235 if you have any questions on trash enclosure standards. 9. Sime: Do you have the design of the monument sign ready and would you like to incorporate that into this design review application? Our sign code is ECDC 20.60 — please let me know if you have any questions about future building signage. 10. Rock Wall: Is the rock wall shown on the site plan existing or proposed? Is it a true rock wall or is it a retaining wall? Please contact a Permit Coordinator at 425.771.0220 if you have any questions on the different types of permits/wail requirements. Page 2 of 3 11. Exterior Lighting: Do you have any exterior lighting designs proposed? If so, please submit them for review. Lighting is one element that I'll need to discuss in my staff report.
