However, I cannot continue to review the application until the following materials are submitted in accordance with Chapter 18.45 of the Edmonds Community Development Code (as summarized in the attached Handout #P46 – Land Clearing / Tree Cutting): A. Application Requirements 1. Applicant contact information: OK 2. Written consent of owner(s) if applicant is not the owner: Not applicable 3. Vicinity Map and Plot Plan: Please submit a plot plan that meets the requirements identified below (Plot Plan Requirements). The brief map submitted with the arborist’s report is not sufficient to give a clear indication of where the features are on the site. 4. Adjacent property owners list within 300 feet: At the time you submitted the application, you had indicated that there were additional addresses that would need to be included in the notification. Please include those with your submittal. 5. Statement of purpose regarding tree removal: It is uncertain why only one of the trees on the western property line is proposed to be removed (the Douglas Fir) and not the elm (?). Please comment. 6. Tree cut list, specify species and diameter: No list was provided; please have your arborist provide this information. 7. Schedule of work: No schedule was provided; please have your arborist provide this information. 8. Future landscaping proposal and timetable for replanting: Two different proposals were provided but a timetable was not. B. Plot Plan Requirements (see A3 above) 1. Two plot plans to scale (1” to 20’ recommended); 2. Topographical information, existing/proposed grades, tree driplines; 3. Location of existing/proposed structures, driveways, utilities; 4. Areas to be cleared, proposed use for each area; 5. Designation of diseased/damaged trees greater than 6 inches in caliper; 6. Designation of trees to be removed and trees to be retained; 7. Designation of wetlands, streams, and other water courses. C. A copy of the recorded height easement referenced on your application. I could not locate the easement through the Snohomish County Auditor’s website. D. The Critical Area assessment for your parcel (CRA-2008-0013) was performed as part of your application on February 19, 2008. In it, an erosion hazard area on the western portion of the parcel was identified where slopes range from 25% to nearly 40%. Therefore, your arborist will need to update his report to include reference to the applicable sections of the critical areas code in ECDC 23.40. A geotechnical engineer will also need to prepare a written report that meets the requirements of the City’s critical areas regulations (ECDC 23.40 and 23.80) describing the slope’s stability and soils.
