As you know, the trees in question are located in an identified critical area and their removal is subject to Chapter 18.45 and Section 23.40.220.C.7 of the Edmonds Community Development Code (ECDC), In the conditions of approval for the subject permit (enclosed), Condition I required that you submit a management plan developed in accordance with the pertinent sections of the ECDC. The plan provided does not satisfy Condition I in two ways: 1. There is no indication about the health of the two Douglas firs and Western red cedar — are they hazardous, diseased or dying according to ECDC 18.45 and 23.40.220.C.7? 2, The deciduous trees at the northeastern comer of the parcel identified in the most recent report do not match those originally identified in Arboricultural Consulting report from December 17, 2007. Please submit an updated management plan that addresses the health of the Douglas firs and Western red cedar using a Tree Hazard Evaluation Form and that accurately identifies the trees at the northeast corner of the parcel. Also, a cost estimate for the proposed work is required with the updated management plan. If you have any questions, please contact me at 425-771-0220.
