THESE MINUTES WERE APPROVED BY THE CITY COUNCIL ON NOVEMBER 17, 1992
The special meeting of the Edmonds City Council was called to order at 8:30 a.m. by Mayor Laura
Hall in the Community Services Conference Room, 250 5th Ave. North. The special meeting was pre-
ceded by a flag salute.

COUNCIL WORKSHOP ON 1993 BUDGET - REVIEW.OVERVIEW OF REVENUES AND EXPENDITURES

Councilmember Petruzzi referenced the memorandum entitled "Budget Alert" distributed by the Mayor
3 the previous evening. Councilmember Petruzzi said the memo contained information with regards to
further erosion to the City's financial position in -the amount of approximately $150,000. In
9 e light of this situation, Councilmember Petruzzi suggested discussing this before the review of
revenues and expenditures, and also suggested changing the format of the meeting. COUNCILMEMBER

Under discussion, Mayor Hall expressed concern over changing the format of the meeting due to the
fact that the meeting was not advertised as such. Councilmember Petruzzi said in light of the
Budget Alert memo issued by the Mayor, he feels it is imperative the Council address the budget
erosion in a committee format. MOTION CARRIED with Councilmember Hall voting no.
Mayor Hall reported a recent assessed fine to the City of Edmonds by the Department of Labor and
Industries in the amount of $46,000 has been reduced to $7200 after her successful negotiations
with them. Councilmember Petruzzi asked if the monies expended for the fine was included in the
budget as a potential liability, and Mr. Housler replied negatively. Councilmember Petruzzi com-
plimented Mayor Hall on her successful negotiations in getting the fine reduced.
Mayor Hall discussed her "Budget Alert" memo with Councilmembers and her recommendation to reduce
the amount of money transferred to the Street Fund from the General Fund by $102,000 to take care
of the shortfall.
In light of the committee meeting format, COUNCILMEMBER PETRUZZI MOVED, SECONDED BY COUNCILMEMBER
KASPER, TO NAME COUNCIL PRESIDENT PALMER AS CHAIR OF THE BUDGET COMMITTEE MEETING. MOTION CARRIED.
Council President Palmer and Councilmembers discussed the 1992 Budget until 10:00 a.m.
At 10:00 a.m, the Mayor and Council recessed for two minutes and reconvened at 10:02 a.m.
At 10:02 a.m, the Mayor and Councilmembers proceeded to review the overview of revenues and expen-
ditures. It was noted by Council President Palmer that continued discussion on this issue will
take place at the November 10 City Council Meeting.
The meeting was adjourned at 11:00 a.m.
