PLN20070013 Dear Mr. Murray: I have reviewed your revised Vegetation Management Plan (submitted July 19, 2012) and cost estimate addendum (submitted July 20, 2012) for short plat File No. PLN20070013, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: 1.When we spoke at the counter on Monday, you stated your desire to shift part of the NGPA onto the southern portion of Lot 1 because there are numerous well-established plants in this area. As this is to be a Native Growth Protection Area, it was implied that the existing plants were native; however, upon reviewing the revised Vegetation Management Plan, it was found that this area is entirely landscaped with non-native vegetation. This is not consistent with the intention of the requirement for the native vegetation area. Please revise the restoration plan for Zone E, including removal of all non-natives from this area and establishment of all new native plantings. 2.A few species are indicated on the Vegetation Management Plan as being native in certain places and non-native in other places (i.e. hydrangea, swordfern, spiraea). Please clear up these inconsistencies between natives and non-natives. All restoration/enhancement plants must be native species. 3.Creeping mahonia is listed as a proposed species for Zone E; however, this plant is not listed as a native species on the Washington Native Plan Society website nor within the “Plants of the Pacific Northwest Coast” book. Please indicate a native species to replace the creeping mahonia in the Vegetation Management Plan. 4.Due to the addition of Zone E to the plan, the “Tree Protection Fencing” section should be modified to ensure proper protection of this area during construction activities. As such, please revise this section to state the following: “During construction of the civil improvements for the associated short plat (PLN20070013), protection fencing is to be installed along the western perimeter of Zone A, along the northern perimeter of that portion of Zone A adjacent to the driveway improvements, and along the western boundary of Zone D. Additionally, if the restoration/enhancement work is completed in Zone E prior completion of the civil improvements, protection fencing is to be installed around the entire perimeter of Zone E. Fencing is to be 4’ tall orange protection fencing and is to be installed prior to beginning work on the civil improvements and is to remain until all work is complete. This is to be an area of no intrusion (aside from the restoration/enhancement work detailed in this Vegetation Management Plan), no storage of materials or supplies and no vehicular access. If this area is to be impacted or accessed during any construction activities (aside from the restoration/enhancement work detailed in this Vegetation Management Plan and/or regular maintenance activities), it is to be done under the supervision of the project arborist.” 5.Since the Vegetation Management Plan is being updated to address the above items, please be sure to make the corrections that were drawn in pen on the version submitted yesterday. Additionally, please make the detail of the signage clearer, as it is very difficult to read. 6.Please make the following corrections to the cost estimate: a.Update the cost estimate as necessary to reflect the required changes to the planting list discussed above. b.Correct the math error in Item 1.1 (5 hours at $15/hr should be $75, not $45). c.Add the cost of the required signage. d.Add the cost of labor for installation of the plants. e.Update the grand total of the cost estimate to reflect the above changes. 7.Note that we cannot provide you with the correct performance bond amount until your revised cost estimate is received and approved. Following review of the requested items, we will contact you if any additional clarification is necessary or if the project is ready for approval. Please note that you will need to obtain the performance bond (or frozen fund account) immediately upon approval of the bond amount in order to meet the expiration deadline of the short plat. You are well aware that the deadline for your preliminary approval is fast approaching. In order to have any possibility of meeting the deadline, please make the above changes and submit your updated Vegetation Management Plan and cost estimate to me no later than Monday, July 23, 2012 at noon.
