SEPA Determination_8004-TalbotRd.doc CITY OF EDMONDS 121 5TH AVENUE NORTH, EDMONDS, WA 98020 (425) 771-0220 RCW 197-11-970 Determination of Nonsignificance (DNS) MITIGATED DETERMINATION OF NONSIGNIFICANCE Description of proposal: The building permit application submitted for the property located at 8004 Talbot Road in Edmonds includes work around and over Talbot Park Creek, which runs through the back yard of this developed site. The applicant proposes to construct a new split-rail fence in the back yard to more accurately correspond with the property lines – this fence would cross the stream (environmentally friendly fence material would be used to minimize the impact to fish and wildlife and the split-rail fence would allow wildlife to move freely). At a later date and under a separate permit, the applicant would like to do the following: remove all debris (such as old concrete, an old water tank, and fencing); construct a wooden footbridge over the stream (which would require a building permit); replace the existing man- made waterfall to restore the creek to it’s original cascading water flow; and, remove existing invasive plants such as ivy and bamboo and replacing them with native plants (which would require a replanting plan). Best Management Practices to protect the stream from silt would be installed prior to any work in the stream or along the banksides. No mechanized equipment would be allowed in the stream bed or on the banks adjacent to the stream, only hand tools may be used \[File No. BLD-2006-0571\]. Proponent: Elana & Matthew Shippen.
