An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. Develop and implement an education program, partnering with food service businesses, food service associations, unions and interested organizations to understand and promote the benefits of and reasons to use compostable and recyclable food service packaging. 2. Establish an implementation period of a minimum of six months before the effective date of provisions ECDC 6.90.020 through 6.90.050 of the ordinance in order to (1) allow time for affected food service businesses to prepare for and adapt to the provisions of the ordinance, (2) allow time for the educational program to take effect and encourage recycling and composting of food service packaging, and (3) enable the City Council to work with members of the community and affected parties to evaluate any alternatives or modifications to the ordinance if needed to address any issues regarding its provisions or implementation.
