SUBJECT: Staff Administrative Design Review for BLD-2009-0105
As part of the Citys review of the sign permit referenced above, staff design review was
required per ECDC 20.60.015.A. Because the sign is located in the BD-1 zone, the design
standards in ECDC 22.43 apply in addition to those general criteria found in the sign code (20.60
ECDC) and the Comprehensive Plan.
The project involves the installation of a new illuminated wall sign and several window signs at

111 4 Avenue North. Illuminated signs in the downtown area are permitted subject to
conditions found in 20.60.020.M. The proposed wall sign meets criteria with respect to height
and area. The sign uses reverse channel lettering mounted on a black, opaque-faced cabinet the
reverse channel letters are red (reverse-lit white) and the cabinet has red and white lettering (only
the lettering will be lit). Several windows signs were also proposed; they are done in a similar
color palette of black, white and red and meet criteria per 20.60.035.
Staff finds that the proposal is consistent with design criteria in the Comprehensive Plan as well
as the zoning ordinance, specifically ECDC 20.60 and 22.43. Therefore, the designs of the signs
