SUBJECT: Staff Administrative Design Review for BLD-2009-0239
As part of the City’s review of the sign permit referenced above, staff design review was
required per ECDC 20.60.015.A. Because the sign is located in the BD-2 zone, the design
standards in ECDC 22.43 apply in addition to those general criteria found in the sign code (20.60
ECDC) and the Comprehensive Plan.
The project involves the installation of two illuminated wall signs and refacing the existing pole

sign at the former Washington Mutual bank site at 424 5 Avenue South. Illuminated signs in
the downtown area are permitted subject to conditions found in 20.60.020.M. The proposed wall
signs meet criteria with respect to height and type of illumination and use reverse channel
lettering mounted on an aluminum raceway which will be painted to match the fascia. The
letters are white (reverse-lit with white LEDs) with a blue a ‘Chase’ logo which are typical of
their corporate colors. Refacing the existing pole sign does not require a permit but the colors
used must be the same as are used for the wall signage.
Staff finds that the proposal is consistent with design criteria in the Comprehensive Plan as well
as the zoning ordinance, specifically ECDC 20.60 and 22.43. Therefore, the designs of the signs
