Steering Committee meeting #1 meeting notes, Dec 6 2010.pdflm� EDMONDS HARBOR SQUARE COMMITTEE MEETING JUL 10 &p DECEMBER 6, 2010 0EVELOPMENT Meeting Summary: The Harbor Square Steering Committee met on December 6, 2010 to discuss and define the important components that should be addressed in preparing a redevelopment plan for the Port's 11 acre Harbor Square property. Following a roundtable discussion of development -related topics, the Committee was divided into three subgroups to prepare specific principles that the Port and consulting team would use to prepare two alternative redevelopment plans. The Committee's principles are listed below and organized according to the three general categories of Design, Uses and Connections. The draft redevelopment plans will be presented to the Steering Committee in mid-January for review and modification prior to presenting the plans to the general public at a mid-February open house. Principles: Design Appearance • Design for continuity while not creating monotony. • Provide modulating building heights for variety • The project should look good from Hwy 104 but does not that stretch of the highway does not need to be pedestrian friendly. • Use the Hwy 104 frontage as an "advertisement" of the activities and qualities within the complex. • The residential part might be like a "village" complex. • Make sure that the perimeter of the site is attractive and friendly. There should be a pedestrian spine running from the intersection to the marsh with activities located along it. • Connect pedestrian walkways to a trail around the marsh. • Route traffic around the perimeter. Vehicular access might be from Dayton mid way between Hwy 104 and the railroad. • Establish attractive, highly visible pedestrian connections to the downtown and the rest of the waterfront. • There should be access to the marsh from Hwy 104. off rrrYrrttaG �s � ►�t�+ • There should be at least three pedestrian entry points: at southern perimeter at Hwy 104, at 104 and Dayton and on Dayton closer to the railroad. Architectural Character • Emphasize a "classic" look, not ultra modern. (E.g.: not mirrored glass) • Vary height and style. • Buildings should be architectural statements and demonstrate that density can be good. • "Northwest" architectural character is preferred • Seaside Florida look would also be good. • Emphasize a variety of subdued colors. Project Features and Arrangement of Uses • Create a pedestrian focus "like a village green or plaza in the center of the site. • Southeast corner and southern part of the site would be best for residential (most quiet and secluded and can take advantage of the marsh.) • Put parking near the railroad, perhaps in a parking garage serving the whole site. • Pedestrian oriented retail should be along Dayton and the high pedestrian areas. • Keep sports center and hotel where they are. ezr MAKERS architecture and urban design Edmonds Harbor Square—Steering Committee Mtg #1 Summary Page 2 Harbor Sq meeting 1 summary.doex-1vzino Principles. Usel General Use • Create a mix of retail, office, residential and public/institutional uses that will optimize the tax revenue to the City and create value for the Port. • The predominate use in the complex should be multi -storied residential uses with connections to downtown, the waterfront and transit opportunities. ,,, ► : • s: = •viii • Incorporate retail uses that are convenience types of uses that complement the predominant residential uses of the project and are complementary with Downtown retail uses. • Design the site for a diversity of housing types including senior housing opportunities.` I% • Investigate the spatial requirements of a small to medium sized employment anchor and ----`� provide an appropriate amount of office space to trrt�c.N. attract such a user together with related uses. • Provide public spaces commensurate with the planned uses and an open space corridor through the site from Dayton Street to the Marsh. • All public spaces should be a design amenity beneficial to the project uses, users and community. • Undertake an economic vitality study on the combination of planned and allowed uses in the redevelopment plan.1 MAKERS architecture and urban design Edmonds Harbor Square—Steering Committee Mtg #1 Summary Page 3 Harbor Sq meeting 1 summary.docx -1wwo Offsite • Include a system of pedestrian routes throughout Harbor Development that connect to the City's ped/bike system. • Include eating and drinking uses at the street level to connect the redevelopment with offsite uses. • Provide interest to bring people into the redevelopment from Dayton with public spaces, lighting, intimate streets. L-ANKA&t • Provide an attractive streetscape on Dayton that is linked to downtown and surrounding neighborhood and the redevelopment. • Suggest improvements that would create a pleasant walk for pedestrian routes connecting the redevelopment to downtown. • A strong visual connection should be made from downtown to the marsh, through the redevelopment • The circulation system should connect to the City wide bike/pedestrian circulation routes. laNK • The excitement of Harbor Square should ` ?I '� � .kms connect to downtown. • The Marsh boardwalk should incorporate the redevelopment; any pedestrian railroad overpass should benefit the entire area. • There should be a strong connection to the waterfront. M ow • Create building facades with articulation and interest as a method to connect people offsite with the redevelopment. • Integrate "green" into the streetscape within the redevelopment. • Link to adjacent development by common principles • Harbor Square circulation routes should be connected to adjacent uses and all of downtown • A visual connection should be made through the site (from Gateway) to the Marsh. • Onsite circulation should focus on the pedestrian.
