DETERMINATION OF NONSIGNIFICANCE
Description of proposal: The City of Edmonds is planning a water replacement project that will
upgrade and/or replace approximately 7,800 linear feet of water main throughout the City of Edmonds.
The water main pipe replacement sizes will vary from four to twelve inches in diameter. (File No.
STF20110001)

Location of proposal, including street address if any: The project will occur within City of Edmonds'
right-of-way in portions of the following streets: 5th Ave S, 4'" Ave S, Main St, Dayton St, Holly Dr, Howell
Wy, Homeland Dr, Erben Dr, Forsyth Ln, Fir PI, and an access road in City Park.
Lead agency: CITY OF EDMONDS
The lead agency has determined that the requirements for environmental analysis and protection have
been adequately addressed in the development regulations and comprehensive plan adopted under
chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW
43.21C.240 and WAC 197-11-158 and/or mitigating measures have been applied that ensure no
significant adverse impacts will be created.
An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was
made after review of a completed environmental checklist and other information on file with the lead
agency. This information is available to the public on request.
There is no comment period for this DNS.
XX This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14
days from the date below. Comments must be submitted by March 29, 2011.
