Please resubmit 3 copies of the revised civil drawings and associated documents with a written response to each item to an Engineering Technician. The following are additional engineering comments regarding your project clarifying the previous comments of 6/25/08 and requesting additional information. SEWER PLAN__________________________________ 1.Mike Wallace of Reid Middleton is accomplishing the peer review for your sewer plan. He has asked the following questions / concerns during their review: a. The manhole on the north side of the home is directly adjacent to the proposed structure. This will introduce loading onto the manhole. b. It appears that foundation (assuming a spread footing) will be in conflict with the manhole. There is also a rockery adjacent to the manhole that also conflicts with the manhole, we are not sure if the wall is supporting a cut or fill? c. The concrete box connection to the manhole is not detailed. STORM PLAN__________________________________ The original engineering comments noted: “Since the drainage is directly discharged rather than detained, there will be a net increase of runoff volume to the BNSF drainage ditch prior to discharge to Puget Sound. An approval letter from BNSF will be required for this. Please include such letter in your next submittal.” Applicant’s Response: Show me where and if I am wrong in my analysis. Perhaps I have simply misread this as I am adamantly opposed to this concept as I understand what he is saying. I do not believe there is any net increase to runoff. I have done this before in other jurisdictions and in any case, “my storm water” will be well ahead of 99% of the other storm in the basin. If we used retention/detention, then we would increase the peak flow as our storm water will be “mixed” with the entire basins outflow. As proposed, our storm water will be out of the system before most storm water gets to the outflow. Please check with the City if you have any questions. Don’t bother to contact BNSF. Obtaining permission from the railroad to directly discharge into their right-of-way has been a typical requirement of the city whenever development shows an increase in storm discharge. If, as you indicate, there is no net increase in discharge, you may show how this reasoning was arrived at with your next submittal, and Don will review it. FRONTAGE IMPROVEMENTS / DETAILS_________ The original engineering comments noted: “Installing the storm line will require the demo of the driveway cut, portions of the existing sidewalk and curb and gutter, as well as asphalt saw cuts, CB installation, and trench backfilling within the City ROW. Include with the civils all details needed to accomplish the work. City of Edmonds Standard Details may be found online at: http://www.ci.edmonds.wa.us/engr_toc_std_details.stm. Also include details covering required erosion control, side sewer installation, and water service line installation with the plans.” Applicant’s Response: I can’t believe he is going to ask me to install catch basins for others as a part of this line extension that I volunteered to do in the first place. My neighbor simply has a hole filled with drain rock. I must have read it wrong. Or if they simply want one at our new driveway cut…that is reasonable. City’s Response to Applicant: To clarify, there is no requirement to install new catch basins beyond the number already proposed.
