Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. Review 1 – 7/31/08 Review 2 – 1/12/09 GENERAL 1/12/09 – A complete review of the cost estimate has been done. Please revise the estimate 1. as follows: Revise sawcut quantity to include water system trench work as well as sawcut a. required along street frontage for new curb/gutter. Off-site quantities should only include those items located in the City right-of-way. b. Please include the estimate for the 3” storm force line under the on-site (private property) improvements. Add line item for yard drains. c. Several water system components located in the ROW have been shown under on- d. site totals. Please revise. Remove tapping tee line item and include cost to cut in valve cluster in the ROW. e. Revise DCDA estimate to reflect cost for 6” DCDA and include cost for vault as f. well. The estimate provided does not accurately reflect these costs. Include estimate for curb and gutter along the entire frontage of Sunset Ave. g. Include estimate for street tree grates. h. Include estimate for power pole relocation. i. Include estimate for trash enclosure. j. I have not completed review of the estimate at this time as there are too many elements of the project that potentially could be revised. I have however noted a few items that need to be revised or included in the estimate: l.Revise the traffic control estimate to include traffic control for the water tie in, storm system (if applicable), sidewalk frontage improvements and paving. m.Include ACP sawcut as a line item. n.Include the DCDA vault. o.Include RPBA’s and DCVA’s as required. p.Include striping. q.Include retaining walls and shoring. 1/12/09 – Thank you for submitting a revised traffic control plan, as provided on sheet 2. C3.2. Please revise to include: Parking and sidewalk areas and closures as required. “No Parking” signage will be a. required in advance of closure. Please add a note to the plans that parking and sidewalk areas shall not be closed b. for more than 72hours without prior approval from the City and payment of disruption fees. “Road Work Ahead” signage on Bell Street. c. Remove Note #1. Night work will not be allowed. d. 7/31/08 comment - Please revise the traffic control plan to be consistent with the layout of the street. Provide separate plans for all applicable traffic revisions, lane closures, parking and sidewalk closures. Resubmit traffic control plans for review and approval. Additional changes to this plan sheet may be required if the configuration of the trash enclosure is altered. ok 4. ok 5. 1/12/09 – Thank you for revising the plans as requested. Please note, a 2’ sawcut is 6. required beyond the face of the proposed gutter. 7/31/08 comment - The existing curb along Sunset Ave shall be removed and vertical curb and gutter shall be installed per City standard detail E2.8. Sidewalks shall be installed per standard detail E2.13 and the driveway approach shall be installed per City standard detail E2.26 or E2.27.2. Please reference and include these standard details within the plan set. 1/12/09 – Please confirm the lineal footage of available parking space to the south of the 7. driveway entrance and/or show the location of the adjacent driveway on the plans. A minimum length of 20’ is required to allow for a parking stall at this location. 7/31/08 comment - The public parking on Sunset Ave shall be re-striped. The parking area shall begin 5’ north of the new driveway entrance for the subject property and end 5’ south of the driveway entrance for the property to the north. The parking area to the south of the new driveway entrance must be at least 20’ in length or the stall will need to be removed. This stall may be eliminated depending on the final trash enclosure configuration. ok 8. 1/12/09 – Tree grates have been shown, but 3’ x 3’ dimension and ADA compliant 9. requirement has not been called out. Please add note to plans. 7/31/08 comment - Street tree grates shall be 3’ x 3’, shall be ADA compliant, and shall be shown on this plan sheet. Street tree locations shall not create sight distance hazards. ok 10. ok 11. ok 12. ok 13. ok 14. ok 15. 1/12/09 – Thank you for revising the location of the force line to be on private property. 16. Please provide a copy of the private storm easement. The easement shall be recorded prior to approval of the civil plans and issuance of the building permit. 7/31/08 comment - The plans currently show a force line running along the north property line, into the City right-of-way and connecting to the existing City storm manhole. The private storm force line must be located on private property and cannot be located within the City right-of- way. If the force line crosses over adjacent parcels, easements will be required. If a gravity system within the City right-of-way were possible, the force line could terminate at the edge of the right-of-way and no easements would be required. Page 3 of 4 1/12/09 – The oil/water separator shall connect to the sanitary sewer system and not the 17. storm system. Please update this plan sheet as well as C4.1 to call out connection to the sewer system. I apologize for not catching this on the last plan review. 1/12/09 – A handrail or fence should be installed on top of the retaining wall, behind the 18. City sidewalk on private property. The landscape plan calls out for a handrail on a couple of wall sections, but not specifically the section behind the sidewalk. There is a Digital Simulation of the development in the file that shows a handrail at this location, but I did not find it shown on any of the plans. Please revise plans accordingly. C4.1 – WATER & SEWER PLAN 1/12/09 – Please revise the location of the southern most in-line gate valve to be south of 1. the domestic service for the commercial unit. 7/31/08 comment - Please revise the water tie in on the City water main to be consistent with standard detail E7.18. 2 resilient gate valves are required in-line on the City main, one is required on the fire line, and if the domestic service is 2” or greater than a RSGV is required on that line as well. Please reference and incorporate standard detail E7.18 into the plan set. ok 2. 3.After review of the domestic & irrigation services to the property, the following revisions are requested: ok a. 1/12/09 – Please revise both RPBA’s to be consistent with standard detail E7.11 b. (RPBA in a hotbox) and locate RPBA’s immediately after the meter instead of near the building as currently shown. 7/31/08 comment - An RPBA is to be installed immediately after the meter, on private property, to protect the City water system. ok c. ok d. ok 4. ok 5. ok 6.
