FAX (425) 771-0221 Website: www d.edmonds.wa.us DEVELOPMENT SERVICES DEPARTMENT CITY OF EDMONDS REQUEST FOR PROPOSALS Consultant Services Sunset Landing Contract Rezone Environmental Impact Statement Submittal Due Date: February 28, 2011 at 4:00 PM MIKE COOPER MAYOR The City of Edmonds, Washington is soliciting proposals from firms interested in providing Consultant Services for the above project. This request for proposals (RFP) is being sent to a limited number of firms agreed upon by the applicant and the City. BACKGROUND The City of Edmonds has received an application for a contract rezone for the property located at 190 Sunset Avenue South. The contract rezone is known as Sunset Landing and would rezone the subject property from Community Business (BC) to General Commercial (CG and CG2) and would allow for a mixed use, transit -oriented development on the site. Uses would be restricted to BC uses as defined in Edmonds Community Development Code (ECDC) 16.50.010. Application materials describe a development envelope consisting of two structures that include two levels of parking wrapped by commercial spaces that form a "podium" for residential structures above. Each "podium" provides space for two residential structures above, the southern one with a total height of 60 feet and the northern one with a height of 75 feet. The development envelope would provide for approximately 30,000 square feet of commercial space employing approximately 91 people and up to 360 residential units with a potential of 836 people residing at the site. The proposal provides 423 parking stalls for commercial and residential use. The City of Edmonds acting as lead agency has determined that the project is likely to have a significant adverse impact on the environment and that an Environmental Impact Statement (EIS) is required pursuant to RCW 43.21C.030(2)(c). The City is using a phased review pursuant to WAC 197-11-060(5) for this proposal. Scoping has been conducted and the elements of the environment to be covered in the EIS have been determined. Following the issuance of the Determination of Significance and subsequent public scoping, the City of Edmonds has identified the following elements of the environment for discussion in the EIS: Alternatives 1. No action — Development under Community Business (BC) zoning 2. Proposed Action — Contract Rezone from BC to General Commercial (CG and CG2) with 60 and 75 foot height limits 3. Third Alternative — Contract Rezone from BC to CG with 45 to 55 foot height limits Phased Review The City of Edmonds is planning a phased review pursuant to WAC 197-11-060(5). The following elements of the environment are to be covered in detail in the Phase I Environmental Impact Statement; 1. Scenic Resource a. How will the proposed heights impact views in Edmonds. b. Conduct a viewshed analysis for the bowl area of Edmonds d'rkcorporc tedidlyst 1. 1, 1890 Sister City - Hekinan, Japan c. Aesthetics: Include a shadow study and massing of the buildings in the viewshed analysis (Assuming the development envelope is built out to the maximum as proposed in the contract rezone application). 2. Transportation — Prepare a detailed Traffic Impact Analysis (TIA) a. Assume full build out of the development envelopes i. 360 residential units ii. 30,000 square feet of commercial space b. Include in the TIA i. Transportation Systems — What are the impacts and benefits of the proposed development on ferry traffic and bus and train systems. ii. Vehicular Traffic I. Expected Trips A. Residential B. Commercial iii. Movement/circulation of people and/or goods i. Address traffic flow A. How will traffic access the site B. Separation of residential and commercial C. Parking D. Note: Internal flow of traffic within the site may be addressed in Phase II of SEPA review. 11. How will traffic get to the site A. Impact on ferry traffic B. Impact on other Edmonds streets iv. Streetsbape Plan The following elements of the environment are to be covered in a more general nature in the Phase I Environmental Impact Statement with more detailed analysis to be followed in the Phase it SEPA review where appropriate. 1. Geology and soils/groundwater a. Provide an updated geotechnical report of site conditions b. Discuss typical methods of construction that may be employed and how the unique soils and groundwater conditions on the site will be managed. Include discussion of seismic and liquefaction hazards and potential risk to residents and merchants located within buildings. 2. Flooding a. General discussion on the character of existing site flooding i. Cause ii. Frequency iii. Duration iv. How may sea level rise and climate change influence flooding issues? b. Demonstrate that stormwater from the proposed development will not contribute to flooding. 3. Potential release of toxic or hazardous materials a. Update Phase I Site Assessment for the property b. Provide a general discussion on how the site could be cleaned up if the site is found to be contaminated. SUBMITTAL One unbound original, four bound copies, and one electronic copy of the SOQ shall be submitted to the City of Edmonds, Planning Division, 121 5th Ave North, Edmonds, WA 98020-3145. The deadline for proposals by interested parties is February 28, 2011 by 4:00 PM. Respondents assume the risk of the method of dispatch chosen. The City assumes no responsibility for delays caused by any delivery service. Postmarking by the due date will not substitute for actual receipt of proposals. Proposals shall not be delivered by facsimile transmission or other telecommunication or electronic means. Proposals shall be limited to single space, typewritten pages, (minimum 12 point font) and shall be no more than 30 pages (including resumes) and bound in a single volume. A page is defined as one side of an 8'/z by 11 inch page. The following format and content shall be adhered to by each firm and presented in the following order: Proposal Evaluation Components/Criteria A. Executive Summary: An executive summary letter should include the key elements of the respondent's proposal and an overview of the consultant team and project manager. Indicate the address and telephone number of the respondent's office located nearest to Edmonds, Washington, and the office from which the project will be managed. B. Approach: Describe your firm's work plan for this project, who is involved with the decision making process for the development of the work plan, and the elements of the proposed work plan. C. Budget: This EIS will likely be funded in discrete segments. When preparing the work plan for this project, divide the project up into distinct segments and provide a budget for each distinct segment as well as an overall budget for the project. D. Related Firm Experience: Provide a listing of all firms on your proposed team, type(s) of expertise that each firm can provide, and how long has each firm provided these type(s) of expertise. Indicate if the prime consultant has worked with proposed sub-consultant(s) on similar projects in the last three years. If yes, provide name of the project, each firm's role on the project and the dates the services were performed. Limit examples to one project for each sub -consultant firm. Provide a list of up to five projects that each firm on your project team has completed within the last three years. E. Qualifications of Proposed Project Manager: Provide up to three examples for the proposed Project Manager that demonstrate their experience as a Project Manager on similar projects. Include the dates, name of the client, and list responsibilities and tasks. Demonstrate familiarity with relevant state and federal regulations and/or procedures. Identify three examples of the ability to manage schedule, scope, budget, and changes that arise throughout the life of the project. F. Expertise of Key Staff (Prime and Sub Consultants): List each key team member's role/responsibility on your proposed team. For each member, provide up to three examples of prior relevant projects. Include the name of the project(s), dates of the project(s), and roles/responsibilities for each team member on those project(s). G. References/Past Performance: Provide reference information for a minimum of three (3) with a maximum of five (5) similar projects for public sector clients in the last three (3) years. References shall include the project name, dates of service on projects, dollar amount your firm received on projects, contact name, contact phone number, and name of your project manager on projects. The City's Evaluation Team will use the following criteria to evaluate each proposal: Criteria Points Project Approach 0-15 Related Experience of Firms on Team 0-20 Qualifications of Proposed Project Manager 0-20 Expertise of Key Staff (Prime and Sub Consultants) 0-20 References/Past Performance 0-15 Estimated Budget 0-10 Maximum Points 100 The proposals will be the basis from which interested firms will be selected. Following the City staff evaluation of the proposals received, selected firms will be invited to make oral presentations before the City's Evaluation Panel. The City's representative will provide additional details outlining the preferred content of the presentation to each firm or team of firms that are invited to participate. Upon completion of the evaluation, the City's Evaluation Panel will select a firm based on all materials and information presented. Any firm failing to submit information in accordance with the procedures set forth in the RFP may be subject to disqualification. The City reserves the right to change the qualifications schedule or issue amendments to the RFP at any time. The City reserves the right, at its sole discretion, to waive immaterial irregularities contained in the proposals. The City reserves the right to reject any and all proposals at any time, without penalty. The City reserves the right to refrain from contracting with any respondent. Firms eliminated from further consideration will be notified by mail by the City as soon as practical. The City of Edmonds encourages disadvantaged, minority, and women -owned firms to respond.
