Upon my arrival at 0845, the landscape contractor, Mike of Exteriorscapes, was onsite. At 0900, Cela Fortier, project manager for Exteriorscapes arrived and we discussed the work to be performed. Brad Thurber, of HWA, arrived shortly after 0900 and joined the conversation. The Pile King crew arrived at approximately 1000. Pile King began driving piles at 1047 at the west end of the deck. Pile designations are as indicated on Figure 1. Pile materials were 5.2-foot long lengths of 2-inch diameter, Schedule 80, hot-dip galvanized steel pipe. Pre- fabricated couplers were used to connect sections (Photos 1 & 3). Photo 2 shows the 90-pound jackhammer driving Pile 2. Brad Thurber informed me at approximately 1200 that Pile 12 would be constructed as a retrofit to the existing footing rather than a complete replacement as indicated in the plans, per his discussion with Brian Rittereiser (structural engineer with Swenson Say Faget) and Bryan Hawkins. Work was stopped for the day at 1420. Eight piles were driven today under my observation. Refusal criteria of less than 1 inch of advance per minute of driving was met for each of the eight piles as indicated in Table 1. At the request of Exteriorscapes, I stayed onsite to meet the City of Edmonds Building Inspector. The building inspector from the City of Edmonds, Pat Lawler, arrived at 1445. He looked at the work completed today and I indicated that the piles driven today had been installed satisfactorily. Upon my arrival at 0830, Exteriorscapes and Pile King crews were onsite. Pile King began driving pin piles at 0830, beginning with Pile 9. Pin pile designations are as indicated on Figure 1. Pin pile materials were 5.2-foot long lengths of 2-inch diameter, Schedule 80, hot-dip galvanized steel pipe. Pile 12 was driven with a 1H:3V batter to avoid buried utilities, with the batter sloping to the north, e.g. angled down into the slope. Work was stopped at 0945 upon completion of pin pile installation. Four piles were driven today under my observation. Refusal criteria of less than 1 inch of advance per minute of driving was met for each of the four piles as indicated in Table 1. Table 1. Summary of Pin Piles Driven Today. These anchors are intended to provide lateral capacity to the pile-supported footings. Manta Ray soil anchors were assembled with 10 foot long sections of 5/8-inch diameter, galvanized, all-thread rod connected to Manta Ray model MR-4 or model MR-3 anchors (Photos 1 & 2). Driving started at 0845 with a 60-pound jackhammer (Photo 3). When necessary, sections of threaded rod were coupled together using a threaded coupler (Photo 4). Work progressed in the general sequence of driving one lateral anchor being followed by setting the anchor with tension on the threaded rod using a hydraulic jack (Photo 5), then moving on to the next anchor. The Manta Ray anchor driven on the east side of Pile 6 did not provide the minimum allowable capacity. An additional anchor was driven between Piles 5 and 6 to provide additional capacity. It is our understanding that, due to their close proximity, Piles 5 and 6 will be cast into the same cap to retrofit the existing footings. Cast into a common cap, Piles 5 and 6 will develop lateral capacity from two lateral anchors with capacity verified greater than minimum allowable and from the underperforming anchor. Upon my arrival at 0730, neither Exteriorscapes nor Pile King was onsite. At 0830 the Pile King crew had all arrived onsite and work began. Pile designations are as indicated on Figure 1. Manta Ray model MR-4 lateral soil anchors were assembled with 10 foot long sections of 5/8-inch diameter, galvanized, all-thread rod. Driving started at 0845 with a 60-pound jackhammer. Work progressed in the general sequence of driving one lateral anchor being followed by setting the anchor with tension on the threaded rod using a hydraulic jack, then moving on to the next anchor. Three anchors were installed under my observation today for a total of ten installed on the project to date. A summary of details regarding lateral soil anchor installation is presented in Table 1. Upon my arrival at 0755, John of Exteriorscapes was onsite. The Pile King crew arrived at 0815. At 0830, Matt McDowell of Pile King told me that the battery in the air compressor was dead so the compressor would not start. Pile King got the compressor started at 0910 and began driving Manta Ray anchors at 0915, beginning with one centered over Pile 8. Pin pile designations are as indicated on Figure 1. A total of six Manta Ray anchors were installed under my observation today. These anchors are intended to provide lateral capacity to the pile-supported footings. The east lateral π anchor is skewed from the downslope direction approximately 25 while the west anchor is skewed in the east π direction approximately 30. Angles were estimated by bearing using a compass and by using a ruler and tape π measure to measure the legs of a right triangle. Based on the limit on skew of 30 (per the structural engineer in an email sent February 7, 2014) and the near symmetry we believe this anchor meets the design requirements. The Pile King crew completed work at 1220. Upon my arrival at 1430, John (foreman) of Exteriorscapes was onsite with two additional personnel. They were removing the temporary support beams and posts, which had been placed to support the deck during underpinning and anchoring. This work was taking longer than expected, so the regrading had not been undertaken yet. Per our geotechnical report, regrading should be completed by removing oversteepened soils beneath the eastern, wide portion of the deck, in particular where soils are oversteepened due to removal of the short timber wall and lower positions of the new concrete pier caps (see Photo 1). On site today I recommended to John that the excess soil be removed to intercept the shallow slope approximately 2 to 3 feet from the uphill, northern edge of the deck. It appeared that approximately 2 to 3 cubic yards will need to be removed. Also, spoils from digging for piers / pile caps along the walkway portion of the deck need to be removed. The regrading had been completed beneath all areas of the deck where needed, in the form of sloping back oversteepened areas beneath the main, wide portion of the deck, and removal of spoils from digging for pier caps beneath the walkway portion of the deck. Jute netting had been placed and staked over the soil exposed by regrading. John with Exteriorscapes said they had removed approximately 3 cubic yards (via 5-gallon buckets). I recommended further removal of 3 or 4 buckets worth to round the crest of the 1:1 regraded slope beneath the deck (see Photo 1). John said they would do so, and add more staples to the jute netting thereafter as they had run out. The final inspection of permanent erosion control measures will be performed by City of Edmonds.
