2020-10-01 Citizens Climate Protection Committee MinCity of Edmonds - Mayors Climate Protection Committee ("CPC") F.7r7n:k■ Meeting Minutes October 1, 2020 Citizens Committee on Mayor's Climate Protection Agreement Mission of the CPS is to (7) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change In Attendance via zoom video call / phone: • Members: Lisa Conley, T.C. Richmond (co-chairs), Dawna Lahti, Cynthia Pruitt, David Schaefer, Lisa Herb • Council -member: Laura Johnson, • Staff: Kernen Lien • Guests: Anne Wermus, Bill Phipps, Doug Peterson 1. Call to Order, Review of Agenda, and Introductions: The regular meeting of the CPC was called to order at 8:30 am on a zoom video call initiated by the City. Attendees introduced themselves. 2. Approval of September 3, 2020 meeting minutes: Unanimously approved with amendments made by Cynthia. 3. Public Comment: a. Bill Phipps from the Edmonds Tree Board asked CPC to support a code change to plant three new trees to replace each tree cut down. The first draft of this code will be presented on October 14th at the planning board. Kernen can update the CPC about it at the November meeting. 4. CAP/Outreach Status: a. Outreach RFQ: Next week the finalists will be interviewed by Kernen and Shane. CPC members would like to have a presentation by the selected firm at the November or December meeting. b. Blog article: Shane is drafting an article on City's 1.5 degree resolution. c. Other: None 5. Diversity and Inclusion Follow-up: a. Meeting with Mayor: Co-chairs met with the Mayor who encouraged the CPC to widen the committee's perspective with broader more inclusive membership. Once the CPC identifies potential members the Mayor will evaluate the candidates to ensure the best fit for the CPC's needs. b. Meeting Time: Discussed the possibility of changing the meeting time to allow students and business owners to attend more easily, but with an understanding of staff's time limits. Kernen has many conflicts due to scheduled meetings, so need to be sure any new time fits into his calendar. Youth Commission suggested Wednesday as a possible day, but Laura mentioned that could change for them as the year unfolds. Perhaps have a student excused from class to attend once a month. c. Recommendations: Possible new members would add the perspectives of youth, business, minorities, communities outside of the bowl, faith groups, PUD, transit/port, young families d. Other: A sub -committee of T.C., David Schaefer and Lisa Herb will meet to brainstorm and reach out to various groups. Also, CPC can solicit more views by inviting the public to attend. Outreach/Partnerships: a. Youth Commission: T.C. met with the Youth Commission and learned about their use of social media. They felt Facebook reached an older market —right now Instagram is the program they use most frequently —snippets are read not articles. You -tube for videos was recommended with no longer than 3-5 minute video. CPC's use of social media would need to be strategic —geared to a specific group. b. Climate Series: Co-chairs met with PUD Education Team to discuss working and funding the WSU Climate Series Program with them as a joint project. PUD expressed a strong interest. Cynthia suggested it might be better to put this on the back burner until after the CAP is completed in 2021 since finding funding for such a program will take time. Kernen mentioned that there may be some money available as part of a public works grant. c. Social Media: was discussed under Youth Commission. 7. City Council Report: Other: Laura reported that there are three upcoming meetings to discuss the City's tree codes and zoning. One for the Perrinville street parade is on hold. October 6th there will be public discussion about a subdivision being proposed on a lot on Ninth & Daly. On November 2nd a public discussion on rezoning property north of the Veterinary Clinic in Perrinville to allow multi -family housing. 8. Adjournment: The meeting was adjourned at 8:40 .m.
