Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, New updated standard details with new reference numbers, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. GENERAL 1) Submit ROW Permit Application form 2) Submit Side Sewer Permit Application form 3) Include a City Engineering Division approval block on all plan sheets. Refer to sample on City website. 4) In General Construction Notes, please change the WSDOT/APWA version to the current year. 5) A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 6) Show all City utilities that are adjacent to the site (move comment under appropriate utility). 7) Show haul routes. 8) Add a note to the plans stating existing failing, damaged or non-ADA compliant frontage improvements shall be removed and replaced as determined by the City Engineering Inspector. 9) Add lines to the sidewalk exiting the yard, perpendicular to the road. 10) Please label driveway, width and surface. Show connecting to the pavement in the alley. 11) Add note on plan: Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. TESC 1) Show construction entrance on the plans and incorporate and reference City standard. 2) Orange protective barrier fencing shall be placed around areas proposed for low impact development techniques, such as rain gardens, infiltration systems, etc., to protect the area from compaction. 3) Please add a note to the plans that all disturbed soils will be compost amended per BMP T5.13. 4) Add note: Install and maintain all TESC measures according to approved plans, City of Edmonds standard details, and all other measures that may be required during construction. WATER 1) Show public water main on plans, note size and material. 2) Water meter shall be placed on the row side of the property line. 3) As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the water main to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Please revise plans to include the following: a. Please add a note that a 1" meter is to be installed b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. The water meter shall not be located within the driveway. c. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). d. Please label the pipe material and note tracer wire to be installed on the water service line. 4) Please add a note to the plans that all final restoration shall be completed by the contractor not the City of Edmonds. SEWER 1) Call out size and material of sewer main. 2) Label pipe material and size. The sewer lateral (from the main to the property line shall be 6". Once on private property the sewer may reduce to 4". 3) Show a 6" cleanout at the property line. Please add a note that the 6" cleanout at the property line shall have a 12" cast iron lamphole cover with hexbolts. 4) Provide invert elevations at the main, the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. Page 2 of 3 DRY UTILITIES 1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5' from any City main lines.
