Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. GENERAL 1) Submit ROW Permit Application form 2) Submit Side Sewer Permit Application form 3) Include a City Engineering Division approval block on all plan sheets. Refer to sample on City website. 4) Include General Construction Notes. Refer to sample on City website. Please change the WSDOT/APWA version to the current year. 5) A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 6) Show all City easements. There is a 16 ft utility easement down the center of Cary Rd. There is also a sewer easement up to and approximately five to ten feet past the public sewer cleanout in the northeast corner of the lot. See Edmonds GIS Map easement layer for more information. 7) Show haul routes. 8) Show proposed fence and gates. 9) Re -label the garage to reflect its intended use. Add a note stating that there will be no vehicle access. DEMO 1) If the existing side sewer is to be re -used, the line must be cut and capped a minimum of 20' from existing and/or proposed foundation, whichever is closest to the property line. 2) If the existing water service line is to be re -used, the line must be disconnected at the meter during construction. Please install a hose bib with an AVB at the meter during construction. 3) Show existing utilities on the plans 4) The project is located within the downtown area. Please show and/or describe the haul route. WATER 1) As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the water main to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Please revise plans to include the following: a. Please add a note that a 1" meter is to be installed. Add standard detail to plans. b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. The water meter shall not be located within the driveway. c. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). d. Please label the pipe material and note tracer wire to be installed on the water service line. 2) Please add a note to the plans that all final restoration shall be completed by the contractor not the City of Edmonds. SEWER 1) Label pipe material and size. The sewer lateral (from the main to the edge of easement shall be 6". Once on private property the sewer may reduce to 4". 2) Show a 6" cleanout at the edge of easement. Please add a note that the 6" cleanout at the property line shall have a 12" cast iron lamphole cover with hexbolts. Please add sewer standard detail to plans. 3) Show a cleanout located within 2' of the house, at any 90' bend, when there is less than 3' between two 45' bends, and when there is more than 100' between cleanouts. 4) Provide invert elevations at the main, the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. 5) Please add a note "The existing side sewer will need to be TV'd by the contractor and video must be submitted to the City for review and approval to re -use." 6) Please add a note "The existing sewer lateral is proposed to be reused, the City's Public Works Department will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection." Page 2 of 3 DRY UTILITIES 1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5' from any City main lines. STORM 1) Please note that a minimum of 2' of cover is required for all pipes located under driveable surfaces and 1' of cover under landscape areas. The pipe at CB2 do not have minimum cover. 2) Please add a note to the plans that if the rim to invert elevation exceeds 5-feet then a type II manhole will be required.
