January 7, 2021
Citizens Committee on Mayor's
Climate Protection Agreement
Mission of the CPS is to (1) Encourage citizens to be apart of the solution, (2) Encourage
City staff and citizens to conserve current resources, (3) Work with the City Council to
implement ideas, and (4) Effectively address the future impacts of climate change

1. Call to Order, Review of Agenda, Introductions: The regular meeting of the CPC was
called to order at 8:30 am on a zoom video call initiated by the City. Attendees
introduced themselves.
2. Approval of December 3, 2020 meeting minutes: Unanimously approved with changes
recommended by Hank.
3. Council Report: Council -member Johnson reported that the City has passed the budget.
If additional funding is needed for something an amendment is possible. Opened it up for
questions —council anticipates passing the tree code.
4. Public Outreach: Kernen reported about
a. Tree Code: the proposed tree code will be presented at public hearing before the
Planning Board on January 13, 2021 and subsequently presented to Council for
approval on January 19, 2021. The CPC unanimously approved the letter drafted
by T. C. supporting the tree code and its importance to reducing GHG emissions.
b. CAP: The climate website is in process once it is complete in February a public
Open House providing information on the City's GHG reduction action and the
2021 CAP will take place. It will be followed -up with a workshop & survey in
March. The 1 st draft of the CAP will be ready for Council in August when another
workshop and survey will take place. T. C. asked when & how CPC members can
be most helpful? Kernen answered CPC members will review an early draft CAP
from ESA in June or July. Members will also want to attend CAP events, take the
surveys and share information with their neighbors, family and friends. Laura
reported the Budget included funding to put the consulting firms of ESA &
Cascadia funder contract for drafting the CAP and supporting it with public
engagement. There is a buffer in the budget should additional work be needed.
5. 2020 Accomplishments & 2021 Priorities: T. C. congratulated the Committee on
keeping the City focused on climate during the challenges presented by COVID including
publishing several op-eds and refining the process to recruit of new members. Members
were encouraged to solicit new members using the recruitment flyer. Laura will send the
flyer to the Youth Commission. Jenna will talk to EDCC for a student rep (since Thomas
Murphy is too busy.) Laura will talk to Shoreline CC to see if they could recommend a
student rep.
a. 2020 Council Report: Cynthia, Lisa C. & T. C. will put together the annual
report for Council and Laura will schedule the CPC presentation for early
February so it will provide an opportunity to further promote the Open House.
Kernen said council meeting agendas are well -followed so they are a great way to
raise awareness for the Open House.
b. 2021 Priorities: T. C. stated for 2021 we will clearly be focused on the CAP
supporting the City's public engagement. Kernen will ask Cascadia on ways for
bringing reality to "doubters". Hank reminded us that actions to reduce GHG
needed to continue to take place NOW and not just in future plans. Lisa C.
suggested we revisit Steve Fischer's Energy Heroes program. Cynthia mentioned
the Everett Herald had a Climate series in the late fall on local climate actions, but
didn't mention Edmonds —perhaps we can approach them with an article. T. C.
encouraged us to think about 2021 priorities for the next meeting especially ways
to engage community members with actions.

7. Public Comment: Doug asked that we send our letter to the tree board for their meeting
tonight—T. C. will email a copy of the letter to him today.
