2020-10-08 ED! Edmonds Downtown Alliance MinutesEd! Board Meeting October 8, 2020 Meeting called to order: 8:04 AM Board Members/Administration in Attendance: Pam Stuller, Matt McCullough, Jenny Shore, Carol Sheldon, Kali Kelnero, Mark VonGunten, Cheryl Farrish, Kimberly Koening, Deandra Peterson, Jen Lawson, Olivia Latham, and Carrie Hulbert. City of Edmonds Representative in Attendance: Patrick Doherty and Cindi Cruz Guests: None Public Comment: None Approval of Previous Meeting's Minutes: Cheryl proposed an amendment to remove Kali's name from the minutes (listed twice). With this amendment, Matt moved to approve minutes. Carol seconded. All approved, none opposed President's Report: Pam attended the City Council meeting this week and reported that the City has added a second round of small business grants through its Edmonds CARES fund. Ed! Board Members, Kimberly and Pam, spoke in support of this additional funding, as did Sheila of DEMA. See the City's website and the Ed! newsletter for a link to apply. Ed! has included a survey for parklets with this month's newsletter. The purpose of the survey is to provide the City with feedback on items that impact downtown businesses. Over 50 people have completed the survey to date. The City has expanded the parklet program through 11/8/20 and the City's Planning Department is considering a long-term code solution to allow parklets year-round. Ed! encourages DEMA and other local business members to attend our monthly meetings. Carrie has been appointed by the Mayor as a Commissioner to the Edmonds Economic Development Commission. Ed! is also working on a "Winter Wonderland" feel for the holidays. Mike Rosen, who moderated the Walkable Main Street event for Ed!, has reached out to gauge interest in yard signs with messages to promote unity and bridge the divisiveness of current times. Treasurers Report: None New Businesses Added to BID: Waterfront Coffee has sold to a new owner. City Report: Small business grant applications are due by 10/21/20. To apply, businesses must have a current City of Edmonds business license. The City must spend all grant funds by the end of November 2020. The City is also offering grants for lower income households. Cindi is retiring and this will be her last meeting with Ed!; she will be missed. There are three positions open on the Diversity Commission. Diversity movie screenings are starting back up this month. Holiday planning is ongoing. Curbside dining has been extended through 11/8/20 and the City is looking at a longer term fix. The Governor has issued an easing of restrictions to allow a maximum of six people per table at restaurants and alcohol service is extended by one hour in the evening. The Mayor's budget has been delivered to City Council for review. The hearing regarding the request to convert the Bank of America parking lot to a pay lot was continued. Budget: The Board reviewed the budget with discussion about how to project 2021 revenue. After discussion, Kimberly moved to present the 2021 budget and work plan as laid out (see attached) to City Council. Jen Lawson seconded. All approved, none opposed. Committee Updates - Communication & Outreach: The committee has made progress on visits to new businesses and are continuing to make visits. Matt will attend the Diversity Commission meeting and work continues to develop an anti -racism toolkit for interested businesses in Downtown Edmonds. - Admin: The Admin meeting consisted of the budget and workplan review. Marketing: The committee is working on holiday plans with modifications for COVID-19. The proposed holiday budget of $3,500 was discussed. This would come out of the 2020 budgeted funds and would include funds for Emily the Elf, copywriting, signage, graphics, advertising, etc. Jen made a motion to approve the 2020 holiday budget of $3,500. Matt seconded. All approved, none opposed. In other updates, Ed! is not moving forward with "ED" stickers or QR Code signs at this time due to lack of interest. - Appearance & Environment: The committee discussed signage for parking options and to create a more unified message downtown. Ed! will try to recover signs from parking lots that are no longer participating in the free after hours parking program. - Grants Program: No updates. New Business: None. Meeting Adjourned: 9:13 a.m.
