Ordinance 4214ORDINANCE NO.4214 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON AMENDING EDMONDS CITY CODE, CHAPTER 10.55 ENTITLED, "EDMONDS YOUTH COMMISSION"; PROVIDING FOR SEVERABILITY; AND SETTING AN EFFECTIVE DATE. WHEREAS, in October 2018 and August 2020, the Edmonds City Council adopted Ordinances 4130 and 4190, respectively, to amend the provisions of chapter 10.55 ECC, entitled "Edmonds Youth Commission"; and WHEREAS, having given more consideration to some of the logistics surrounding the commission, the City Council would like to make an additional amendment to chapter 10.55 ECC; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Edmonds City Code, chapter 10.55, entitled "Edmonds Youth Commission," subsection .030 ("Officers of the commission — Meetings") is hereby amended to read as follows (deleted text shown in str-ikethfetigh; new text shown in underline): 10.55.030 Officers of the commission — Meetings Regular meetings of the commission shall be held on the 44 second and fourth Wednesdays of each month from 6:00 p.m. to 7:30 p.m. at the Frances Anderson Center from September through June. Special meetings and retreats may be held during July and August as needed, as determined by the youth commissioners. Members of the commission shall meet and organize by election, from the members of the commission, a chair and vice chair and other officers as may be determined by the commission. It shall be the duty of the chair to preside at all meetings. The vice chair shall perform this duty in the absence of the chair. Five members shall constitute a quorum for the transaction of business. If a regular member is not present, the alternate member may fulfill the quorum requirement for that meeting and vote accordingly. Otherwise, the alternate may not vote. Section 2. Severability. If any section, subsection, clause, sentence, or phrase of this ordinance should be held invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. 1 Section 3. Effective Date. This ordinance is subject to referendum and shall take effect thirty (30) days after final passage of this ordinance.
