Narrative
This is a general update of the Parks, Recreation & Cultural Services (PRCS) Department to the Parks &
Planning Board including 2021 First Quarter accomplishments, the 2021 Department Work Plan (both
included in agenda item as attachments) and a few additional highlights since April 1, 2021. A
presentation is scheduled for the May 12, 2021 Parks & Planning Board regular meeting to add more
detail and answer questions.
Highlights Since First Quarter
1. 2022 Parks, Recreation & Open Space (PROS) Plan: Consultant selected, and contract approved by
City Council; project Kick -Off April 29th and work is well underway. Included in the scope of work is a
significant component of diversity, equity, and inclusion to develop and implement a public involvement
plan that reaches the more traditionally underserved population of Edmonds using live and written
material translations of Spanish, Korean and Chinese.
2. Civic Playfield Park Project: April 8th bids were rejected by the City Council and the project is
currently out for a re -bid with June 1, 2021 scheduled as the next bid opening.
3. Park Planning Support Services: Council authorized $50,000 through remainder of the year for
contracted services to assist with park planning work including design, permitting, and managing small
capital and major maintenance park projects and other park planning efforts.
4. Marina Beach Park grants: The PRCS department was successful in securing two State RCO grants for
$500,000 each and the grants are eligible to match each other resulting in $1m grants without city
funding match required.
5. Parks Maintenance: This division continues to operate under COVID guidelines and is supporting
higher than usual levels of park usage. Several parks seasonal workers were recently hired and are

staring this month. Park project work beyond routine maintenance has been limited due to modified
work practices and higher routine maintenance demand.
6. Yost Pool and City Park Spray Pad: The pool is ready to open and will be operated by the YMCA this
year. Many temporary modifications within the building were completed to accommodate COVID
guideline requirements. Unfortunately, it is unfeasible to open the City Park Spray Pad during the State
of Washington's Phase 3 guidelines, but it is operational and ready to open once guidelines allow.
7. Recreation and Cultural Services Programs: modified programming efforts adhering to ever -evolving
COVID guidelines continue with a focus shifting to outdoor activities. The Spring/Summer CRAZE was
published online in April and changed to an electronic version only to better accommodate continually
changing COVID requirements which modify program offerings and facility rentals. Recreation division
continues to implement and support the LEAP (distance-learning/childcare) program as well as some
special events such as Earth Day, Health and Fitness Expo and softball and pickleball programs.
8. Cross-Departmental/City-wide: The PRCS department is involved with and supporting the Highway 99
Renewal Plan, Highway 99 Gateway Signs and Improvement projects, the 4th Avenue Cultural Corridor
planning project, Walkable Main Street, Farmers Market, Fishing Pier Repair project, City-wide Equity
Program development and potential park surveillance cameras initiative.

2021 Quarter 1 Accomplishments
January 1 - March 31, 2021
Administration
• Developed 2021 Department Work Plan and graphic (see attached)
• Successfully identified and vaccinated 44 homebound seniors in collaboration with
South County Fire and Rescue
• Conducted community outreach and provided logistics necessary to offer a pop-up
vaccine clinic for 300 members of the BiPOC community, specifically Korean -Americans
on April 15t
• Successfully secured two grants from Verdant for the LEAP program totaling $66,000
• Partnered with the Foundation for Edmonds School District to provide meals to LEAP
participants 7 days per week
• Developed and implement for the first time, on-line flower basket registration system,
all baskets sponsored within 7 days of announcement (previously all done by hand-
written paper applications requiring data entry by staff)
• Executed park concessions agreements with two outdoor preschool/camp providers and
three popsicle / ice cream vendors
• Finalized multi -year lease agreements with all six Frances Anderson Center Tenants
• Migrated all website data onto new website platform (significant effort!)
• 167% increase in Instagram engagement and 27% increase in Facebook engagement,
ran multiple online activities such as Marty the Holiday Mouse scavenger hunt and St.
Patrick's Day Candy Guess generating over 200 engagements.
• Working with Veteran's Plaza Group/VFW for selection and installation of new public art
sculpture in the plaza
• Supporting planning and development of Walkable Main Street
• Involved with consultant selection for Highway 99 Renewal Plan
• Transitioning Human Services division, staff and program into Parks, Recreation &
Cultural Services department
• Working with Development Services to refine Urban Forester/City Field Arborist job
descriptions, role and responsibilities.
• Supporting Mayors Conservation Advisory Committee, Edmonds Arts Commission,
Youth Commission, Cemetery Board, Tree Board and Planning Board.
• Negotiating the scope of work for the Salmon Safe Certification program
Parks Planning & Projects
• Developing Land Acquisition Strategy with Mayor's Conservation Advisory Committee
with emphasis on proposed property evaluation criteria
• Managing several potential land acquisitions

• Completed a wetland delineation and buffer restoration plan for the Edmonds Marsh to
enable habitat restoration work to continue and expand into new areas inaccessible
historically
• Drafted Right of Entry Agreement renewal with Port of Edmonds for Edmonds Marsh
• Prepared final documents and issued construction bid for Civic Park (Council
construction contracts approval in April, project mobilization in May)
• Completed final Permit requirements for Civic Park
• Finalized the Waterfront Redevelopment project and completed requirements for final
grant reimbursement of $100,000
• Introduced PROS Plan update project to five city advisory groups, solicited feedback and
developed Request for Qualifications (RFQ). Selected consultant and negotiating scope
of work and contract. (Council contract approval and Kick -Off in April).
• In discussions with City of Lynnwood regarding Meadowdale Park ILA renewal, softball
programming amendment and Lynndale Park ILA
• Working with Public Works on Fishing Pier repair project using Parks and PW
maintenance workers for three weeks in May
• Coordinating with Public Works for installation of Odor Scrubber facility in City Park
Parks Maintenance
• Continued to practice COVID 19 protocols and practices in all of parks maintenance,
managed safety and communication signage in parks, waterfront and fishing pier.
Opened playgrounds in Phase 3. Managed increased heavy demand on all parks due to
COVID impacts, especially heavy use of park amenities, restrooms and litter and
garbage.
• Parks maintenance inspected, installed all signage and supported the completion of
Waterfront Center project and began regular daily maintenance of the new park site.
• Installed cement footings and information sign for new museum art panel.
• Removed Brackett's Landing North anchor and significant overhead gateway structure
due to safety issues of degraded support structures.
• Parks maintenance staff actively involved in Hwy 99 landscaping and irrigation design to
ensure lower maintenance demands by using drought -tolerant hardy plants, design and
planting techniques and an efficient irrigation system.
• Planted 14 new street trees in the downtown area plus 100 trees throughout park
system with help of park staff and volunteers.
• Recruiting for one FTE Parks Maintenance Worker and park maintenance seasonal
workers
Recreation Division:
• LEAP program provided 15,120 hours of in -person distance learning support
0 87% of participants are receiving need -based (full) scholarships.
o Assisted students in catching up on their online work (one child had 150 missing
assignments and now has 20).

o Delivered supplemental STEM, Sensory and Science based programming on non -
schooldays
• Operating regular Spring Softball within COVID guidelines, with currently 28 adult
softball teams (336 players) and projecting at least 50 teams by May 3rd league start.
Additionally, 10 Senior Softball teams 55+ (180 players) scheduled to start May 4.
• Published 2nd all -digital CRAZE designed and produced in-house showcasing over 100
recreation opportunities upcoming Spring and Summer.
• Expanded registration for afternoon preschool sessions at the Meadowdale Preschool,
doubling capacity
• Transitioned the Discovery Program in -person education program to virtual offering
videos and worksheets as resources for educators and families
• In conjunction with Environmental Education staff, development of three Earth Day
special event activities
Arts & Culture Division:
• Implemented Arts Commission Create a Future 2021 Grants Program to promote
diversity and access to arts & culture in Edmonds: advertised opportunity; facilitated
selection panel resulting in five (5) large grants totaling $33,500; four (4) small grants
totaling $3,400; planning for a second round of small grants.
• Edmonds Arts Commission (EAC) planning for virtual Write on the Sound (WOTS)
writers' conference in October: selected presenters and contracted with nationally
known bestseller author Lisa See for the keynote.
• Converted EAC Best Book Poster Contest to online Poster Exhibit open to all third
graders in Edmonds: promoted new format; created virtual exhibit; created outside
exhibit on the fence; hosted online event with children book author/illustrator Avril van
der Merwe and conducted raffle with Friends of the Edmonds Library partner.
• Arranged for outdoor On the Fence exhibits with Mona Fairbanks, Joy Hagen, Minh
Carrico and Katie Shinn.
• Advertised Tourism Promotion Award opportunity and sent out applications for 2022;
worked with 2021 recipients on determining eligible expenses and completing contracts
• Sent out quarterly newsletter in January about Arts Commission projects and arts
related information about Covid.
• Assisted with Portico Panel completion and installation and completion of Historical
Museum carving installation.
Youth Commission
• Filled the last remaining youth commission seat with Audrey Kim appointed by the
Mayor
• Submitted to and received support from the Mayor for city staff pronoun
recommendation
• Presented to and receive support from Diversity Commission and City Council with
pronoun request presentation for Boards & Commissions.
