2021-02-04 Mayor's Climate Protection Committee MinuCity of Edmonds — Mayors' Climate Protection Committee ("CPC") Meeting Minutes February 4, 2021 Citizens Committee on Mayors' Climate Protection Agreement Mission of the CPS is to (1) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to im- plement ideas, and (4) Effectively address the future impacts of climate change In Attendance via zoom video call / phone: • Citizens: T. C. Richmond and Lisa Conley (co-chairs), Lisa Herb, Dawna Lahti, Hank Lan- dau, Cynthia Pruitt and David Schaefer • Council Rep: Laura Johnson • Staff: Kernen Lien • Guests: Mike Chang from Cascadia Consulting Group 1. Call to Order, Review of Agenda, and Introductions: The regular meeting of the CPC was called to order at 8:30 am on a zoom video call initiated by the City. Attendees in- troduced themselves. 2. Approval of January 2021 meeting minutes: Unanimously approved unchanged. 3. City's Public Engagement: Kernen and Mike reported the a. The website edmondsclimate.com is now active and Kernen said the Climate "Tool" created by EAS is up and running on the site. b. Press Release for February 18th Virtual Open House will sent to the media next week by Kernen. c. CPC Role - connect with local community groups and businesses to amplify the message and send them invites via email and post cards for Open House and other events—T.C. asked Mike to provide a list of places for members to divide up to contact & Kernen will email a copy of the postcard invite; Interfaith Climate Action (ICA) has held climate seminars in the past —Hank will send notes from the events to Mike so he can see which issues were discussed; there will be a summer gap (June/July) between events which could be a good time for a CPC work- shop —Lisa suggested holding Climate focused classes through Parks & Rec and she will check on The Craze deadline—T.C. encouraged writing more op-eds both individually and as a group during the summer —Cynthia reminded us personal relationships are valuable; remember to keep our neighbors informed; and re- member to expand our diversity of contacts via Hwy 99 bus d. Comp Plan (2024) may eventually include a climate action element. e. Open House Agenda: February 18—webinar via zoom with breakout sessions for mingling; —Cynthia asked how will we get attendees to feel included since that proves difficult in webinars? Mike said through polls and Q&A in the chat sidebar with possible breakouts for specific questions. The Workshop in March will be more interactive; —T.C. asked for a minute or two at the Open House to intro- duce the CPC and its role. Reminding everyone we are an advisory board of vol- unteers and are not decision -makers for City climate policy. 4. Council Report: Council -member Johnson reported next week CPC will present at Council; our tree code letter was received by Council, but the tree code is still being re- worked and Council can make amendments to it next week —Lisa H. recommended add- ing Climate to the tree code introduction to raise visibility of tree canopy impact on cli- mate. Lisa H. will draft copy to be sent around to members for approval then send it to Laura to submit as an amendment to the Tree code. Laura has been focused on salmon protection specifically properly inflating tires to reduce rubber tire dust which leaves tox- ins in run-off to the Sound (Lisa C. mentioned WSU had a tire inflation campaign that could be used to educate citizens) 5. 2020 Report & 2021 Focus: T.C. & Lisa will present to Council on the 9th and share our 2020 Report and 2021 Focus. Committee members are welcome to join via zoom. Lisa C. Called for approval of the 2020 Report that would be presented to Council as back- ground support. Cynthia called for further discussion of page 5 the following bullets: 5) Maintain accurate carbon emission data on a total and per capita basis 6) Monitor State and Federal carbon pricing/taxing strategies for project and grant opportunities. After T.C. and Hank further explained the rationale behind the bullets. Committee members voted unanimously to approve the Report as it stands —Cynthia thanked Lisa C. & T.C. for their work on the report. 6. Announcements and Other: Hank was misquoted in the Beacon —he does NOT want the Mayor to resign. He contacted the paper to print a retraction. Hank told us of the Bike groups' efforts for e-bike education for seniors and for working with Community Transit to include e-bike racks on buses. We were reminded April 22 = Earth Day and we should look for opportunities to promote Climate actions and our plan update. 7. Public Comment: None 8.
