Upon review of the application materials, the City has concluded that the Kelp Index project is exempt from the need to obtain a Shoreline substantial Development Permit pursuant to WAC 173-27-040(2)(a) and ECDC 24.80.010.B.1 because the total cost of the project is less than $7,047 and does not materially interfere with the normal public use of the water or shorelines of the state. This letter provides an exemption from the need to obtain a Shoreline Substantial Development Permit from the City of Edmonds; you may wish to contact other State and Federal Agencies to determine if any further approvals are required.
