W LETTER OF EXEMPTION FROM THE REQUIREMENTS OF A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT Dear Mr. Pignatelli, On behalf of the Edmonds Planning Division, I have reviewed your June 1, 2021, request for an exemption from the requirement to obtain a Shoreline Substantial Development Permit for the referenced project that is within the City's shoreline jurisdiction. Based on the information provided, the residential gas line installation project at 23525 741n Ave. W is exempt from the need to obtain a Shoreline substantial Development Permit in accordance with WAC 173-27-040(2)(a) and ECDC 24.80.010.B.6. The project involves construction on shorelands for the use by the existing homeowner and is a normal appurtenance to that single-family residence. This letter provides an exemption from the need to obtain a Shoreline Substantial Development Permit from the City of Edmonds; you may wish to contact other State and Federal Agencies to determine if any further approvals are required. Construction authorized under this exemption shall be located landward of the ordinary high water mark. In addition to being exempt from a substantial development permit, this project is categorically exempt from SEPA review under WAC 197-11-800(23d). The work will not impact any wetlands or waters and all disturbance will be restored to original condition or better after completion of construction.
