Ordinance 1429ORDIrfT-, JC.i: AN ORDIiIAiICi; OF `i'tiL CITY OF EDZI011dDS, '711SHINGTOi., ADOPTIAG t'i 14ET7 C 11APTE11 IN THE EDI'ONDS CITY CODE, CHAPTER 7.28, PROVIDING FOR THE ADOPTIOT OF A STREET NA14E TIAP, REGULATING THi] STREET HUDBERING AND ST'_'.UCTURE NUMBERING SYSTEI±, PROVIDING FOR MA10DATORY STRUCTURE NUMBERS, ESTABLISHING PRO- CEDURES FOR THE ISSUANCE OF NEW STREET AND STRUCTURE ldUP1BERS, ES` A33LISHING PIT EFFECTIVE DATE P11D PRO- VIDING PENALTIES. WHEREAS, it is the desire that the City of Edmonds estab- lish a uniform system of street names and house and other structure numbers and to provide for an official registrar of house and structure numbers in conformity with an official street name map and that adequate provisions be made for regu- lating the same, now, therefore, THE CITY COUNCIL OF THE CITY OF EDI TONDS, WASHINGTON, DO ORDAIN AS FOLLOWS Section 7_ 2 8.010 Adoption of Street flame Map. There is hereby established a uniform system of numbering properties, buildings and structures and an official system and designation of street names in the City of Edmonds. The street names, and where indicated, the block numbers, are those depicted on that map entitled, ''Street !Tame I ap of the City of Edmonds, Tslashington" a copy of which shall be authenticated by the Mayor of said city and the attestation of the City Clerk which shall be main- tained and kept current by the Office of the Building Official for said city. Said map and all explanatory matter thereon is hereby adopted by this ordinance and by this reference is incor- porated herein as if set forth in full. Section 7.28.020 Effect on Existing Street !Tames and Property Numbers. All properties or parcels of land, buildings, structures and street names within the corporate limits of the City of Edmonds shall hereafter be..-lentified by reference to the system of names and numbering adopted herein, provided, all existing numbers and street names not now in conformity with the provisions of this ordinance shall be changed to conform to the //6 system herein adopted within _T__ days from the effective date of this ordinance as declared herein. Section 7.23.030 Designating Official. The Designating Official shall be the Duilding Official for the City of Edmonds who shall consult with other affected departments of said city in designating street names and property numbers. The maps and records herein adopted and provided for shall be maintained in his custody and the Deputy City Clerk assigned to his office. Section 7.28.040 New Streets. Iiewly established streets by virtue of new plats or sub ---divisions presented and approved by the Planning Commission and/or the City Council, and newly proposed streets officially designated on official street plans or maps adopted pursuant to Chapter 12.03 of the Edmonds City Code, shall be liven the name designated on said approved plat, sub -division or official street map or thoroughfare plan as adopted pursuant to Chapter 12.03 of sand Edmonds City Code. The Designating; official shall thereupon conform the Street Name I`ap adopted herein indicating the date of resvision there- to, properly approved an& attested by the T-layor and the City Clerk, on said Street name Flap. Said designation on the Street Name riap by the Designating Official shall be considered adminis- trative in nature, the newly designated street having been approved by the Planning Commission and/or the City Council. Section 7.28.050 Change of Vame. Amendments to the Street Name Tlap by changing the name of any designated street thereon, as opposed to the designation of a newly established or proposed street as set forth in Section 7.28.040, shall be by action of the City Council only by ordinance amending the Street ?3ame Piap. Section 7.28.060 P.ecord of Property iTumbers. For the pur- pose of facilitating a uniform numbering system of properties, buildings and other structures, the Designating Official shall maintain a book of all buildings and structures and the officially designated property numbers for each such building or structure. Said records shall be open to public inspection -2- of all persons during the office hours cf the Building Depart- ment. Upon the request of any owner of a structure or building already in existence for �%rhich no number has been officially designated, the Desiginating official shall designate a number for said building or structure and enter the same in his records. Section 7.23.070 New Buildings or Structures. T-lhenever any building or structure shall be erected or located in the City of Edmonds after the effective date of this ordinance, in order to preserve the continuity and uniformity of the numbers of the buildings or structures as Jesignated by the Designating Official, the owner or occupant of said Ouilding or structure shall immediately fasten the said number or numbers so assigned by the Designating Official upon said building or structure as provided in this ordinance. No building permit shall be issued for any building or structure until the (;ner or contractor has procurred the official number of the premises. Final approval of any building or structure, newly erected, repaired, altered or modified after the effective date of this ordinance shall be withheld by the Building official until permanent and proper numbers have been affixed to said building or structure. Section 7.28.080 Premises Numbering Criteria. It shall be the duty of all owners and/or occupants of all buildings and structures within the City of E&,onds, other than garages or other similar buildings or structures of a secondary nature to the primary building or structure, to affix and maintain the officially designated premises number to said building or struc- ture with numerals at least three inches high in colors con- trasting with the background in such manner and location as to be plainly visible from the street. Although topographic or vegetation consideration may obscure the vision from the street of said numerals, said numerals shall nevertheless be so affixed as to be as reasonably visible from the street as possible under the existing circumstances. -3- (1) Unere any Luilding ur structure has more than two entrances (other than multiple residential structues, clinics, nursing homes, hotels, motels and similar buildings and structures) serving separate occu.pants,a separate number shall be assigned to each entrance serving an occupant. (2) Duplexes and other buildings or structures having two front entrances for separate occupants shall have a separate number for each entrance. (3) Tultiple family res-dential structures, clinics, nursing Domes, and other similar structures having only one main entrance, or central office entrance, shall be assigned only one number and the separate appurtenant units shall share a letter or ct1ier unit designation such as A, B, C, Apartment ido., or sirL.i_ -..r designation, in addition to the number assigned to the prinicipal entrance of the building or structure. (4) All buildings or structures facing streets not extending through to the base line shall be assigned the same relative numbers as if said street had extended to the base line. Section .7.28.090 Other Street Names and Premises Numbers Prohibited. It shall be unlawful for any owner or occupant of any premises, building or structure to display a street name or premises number other than those officially designated as herein provide6. Section 7.28.100 Effective Date. This ordinance shall be in full force and effect on the /j` day of¢}��,rL,��,, 1969. Section 7.28.110 Penalties. The violation of any portion of this ordinance will subject the violator to the penalties prescribed by Section 5.12.170 of the Edmonds City Code -4- (Ordinance No. 1406) . APPROVED: H . Ii .
