Ordinance 1464ORDINANCE NO. 1464 AN ORDIN_NCE OF THE CITY OF EDMONDS, W'iSHINGTON CREATING A NEW OFFICE OF CHIEF ADMINISTRATIVE OFFICER, SPECIFYING THE DUTIES THEREFOR, CREATING A NEW CHAPTER OP THE EDMONDS CITY CODE, CHAPTER 1.31, AND REPEALING ORDINANCE 110. 853 AND CHAPTER 1.30 OF THE EDMONDS CITY CODE (CITY SUPERVISOR). WHEREAS, the City Council of the City of :Edmonds authorized a survey and report on the organization and administrative structure of the City of Edmonds by a professional and independent firm of management con- sultants, Harry J. Prior & Associates, Inc, and WHEREAS, it was the recommendation of said man- agement consultants, which recommendation has the support of the mayor of said city, that it is in the best interest, of the City of Edmonds and the residents therein that a new office of chief administrative officer be created, now, therefore, at the request of the mayor, THE CITY COUNCIL OF THE, CITY OF EDMONDS, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1.31.005. Repealer. Ordinance No. 853 and Chapter 1.30 of the Edmonds City Code be and the same are hereby repealed. Section 1.31.010. Office of Chief Administrative Officer, Appointment and Removal. There is hereby created the office of chief administrative officer, which office shall be filled by appointment by the mayor, subject to confirmation by the City Council. The chief adminis- trative officer shall serve at the pleasure and subject to removal of the mayor. Section 1.31.020. Scope of Authority. The chief administrative officer shall be responsible for providing assistance and relief for the mayor in directing the administration of the City government. He will be re- sponsible for the line management of all city departments, including the accountability of their performance and in- cluding supervision over the chief of police and the fire chief. All authority and responsibility of the chief administrative officer shall be subject to the direction, authority and supervision of the mayor. Section 1.31.030. Duties. The chief administrative officer shall have the following specific duties, powers, and responsibilities, all subject to the direction, supervision and authority of the mayor: (a) Coordinate the activities and functions of the various city offices, departments, commissions and boards in carrying out the requirements of city ordin- ances and the policies of the mayor and City Council, and administer and supervise the carrying out of the decisions, regulations and policies of the various city departments, commissions and boards; provided, however, nothing herein shall be construed to abridge or limit the responsibilities or authority of the civil service commission relative to uniformed personnel. (b) Regularly report to the mayor and City Council concerning the status of all assignments, duties, pro- jects and functions of the various city offices, depart- ments, commissions and boards. (c) Serve as personnel officer for the City, in- cluding, without necessary limitation, the hiring and discharging subject to approval of the mayor, of all city employees except personnel of the police and fire departments, and except those employees and officers required by state law or City ordinance to be appointed by the mayor or elected by the voters of the City of Edmonds, and subject to all applicable civil service laws, ordinances or regulations. (d) Supervise all purchasing by the various city offices, departments, commissions and boards. (e) Supervise all expenditures by the various city offices, departments, commissions and boards, for the purpose of keeping the same within the limitation of -2- the annual budget of the City of Edmonds and policies of long range projection and thrift. (f) Assist the mayor and city council generally in conducting the city's business in all matters, and perform such other duties and assume such other respons- ibilities as the mayor shall direct, and as by ordinances and resolutions of the cite council may be required. (g) Development for approval of the mayor oper- ating objectives, policies and programs for all admin- instrative activities. (h) Establish performance standards for operations and activities of all departments, offices, boards and commissions and periodically review performance with responsible leaders, particularly in the area of budget administration, and take corrective measures where necessary to insure satisfactory performance. (i) Meet with the mayor to keep him well informed of the status and result of departmental operations and projects. (j) Assist the mayor in preparation of preliminary budget estimates for all city departments and anticipated revenues. (k) Maintain a capital improvements program in current form, based on direction from long range plans and policies. (1) Analyze all facets of capital expenditure proposals for operating equipment and facilities and where necessary prepare analysis of these proposals for decision b., the mayor and city council. (m) Assist each department with selection, training and development of personnel, and assure that departments are properly manned and organized to carry out their functions. (n) Represent the City of Edmonds at meetings with other governmental units, agencies, commissions and DO associations as directed by the mayor. (o) Assume responsibility for developing and maintaining a comprehensive public information program. (p) Undertake special projects at the request of the mayor or the city council, subject to approval of the mayor. (q) Remain cognizant of federal and state grant and loan opportunities that could be of pecuniary value to the City of Edmonds. (r) Coordinate and advise the work of special purpose districts and other municipal corporations. Section 1.31.040. Salary. The chief administrative officer shall receive a salary in such amount as the city council may from time to time establish by ordinance. APPROVED: H. H.
